On 27th June 2012, Rwanda’s Cabinet Meeting adopted a draft Law (hereafter NCST Law) establishing a National Commission of Science and Technology (NCST), tasked with the mandate of providing informed and strategic policy advices to the Government on issues pertaining to the development of science, technology, innovation and research (STIR). NCST was then also tasked with a special mandate of advising on human capacity building strategies to ensure the availability of a critical mass of skills in science and technology to support the achievement of a competitive and sustainable socio-economic development based on STIR. The same Cabinet Meeting put in place a National Science and Technology Taskforce (NSTT) to lay the groundwork for the implementation of the Commission’s mandate.
