Goal of the STARS program

The “Strengthening African Smallholders (STARS)” is a 5-year program running from 2016 to 2020, aiming to increase food security and income of smallholder farmers in Rwanda, Ethiopia, Senegal and Burkina Faso by facilitating access to financial markets and agricultural services. Key to the program is that it strives for market-based systemic change by developing and piloting business models in value chains and value chain finance that can be replicated by independent market actors.  ICCO Cooperation implements the program in collaboration with ICCO Terrafina and in partnership with The MasterCard Foundation.

Our model is based on three core activities: (1) To develop and implement innovative, sector specific agriculture financial products with Microfinance Institutions (MFIs) for smallholder farmers; (2) To strengthen value chains and link smallholder farmers into these chains as well as linking them to financial and extension services (3) To broaden the evidence base in rural agricultural finance, value chain development and share lessons learned.

Specification of the job

The Agri-Business and Economic Development Advisor will advise and guide the STARS program in this development and will specifically focus on developing new models of cooperation in agricultural value chains with private sector and business minded actors with much focus on agriculture.  Advise partner organizations, businesses, and social entrepreneurs in their business development.  Strengthen the supply chain both for market actors and for Producers Organisations (Pos).  Connecting strengthened POs to more lucrative and competitive markets.  The new position should lead to new strategic and sustainable partnerships with public and private institutions part of the STARS program that connect with ICCO’s work, and contribute to our mission.

Reporting relationship

  • Reports to the Director of STARS Program
  • Works in close cooperation with program colleagues in the 4 STARS countries.
  • Establishes a good working relationship with the regional office staff in related thematic fields as well as finance and administration colleagues.

Job summary

The BDEA is responsible for the relation between ICCO and strategic partners/programme coalitions and other alliances in the program countries and supporting the establishment/strengthening of partnerships between NGO’s, private sector, other actors, and developing business models with them. The BDS Advisor will support small holders to become commercial sustainable. The BDS Adviser based in Rwanda would work with all 4 countries through giving support on strengthening market linkage to private sector actors.

Duties and responsibilities

  • Networking and establishing new networks with regard to the interface of NGOs, private sector, finance and public sector
  • Developing, implementing and maintaining new partnership(s) (models) for PO s and MFIs in STARS program for access to markets.
  • Facilitate the linking to Business Development Services (organizational, financial, administrative, marketing, etc.) for partners and private sector actors including (producer organizations and companies)
  • Provide training, coaching and technical backstopping to different value chain actors in value chains promoted by ICCO- STARS program, particularly on market development issues
  • Identify BDS support for selected enterprises, SMEs, POs, etc and define the role out plan for such services like mentoring, coaching, technical assistance, etc.
  • Advising staff and partner coalitions on appropriate business planning modalities for their programs in order to make them investable
  • Identifying businesses for external financing through investment funds and other financial instruments
  • Provide consultancy services on market and partnership development issues to local and regional partners on behalf of ICCO to raise funds.
  • Actively participate in fundraising activities including looking out for Rural Finance Programs and writing proposals.

Qualifications and experience needed

  • Proven experience with agriculture sector, agri-economics,business development and development of strategic partnerships
  • 5 years of proven experience in agri-business sector
  • Strong business acumen
  • Extensive relationship management skills in both public and private settings
  • Strong coaching and advisory skills
  • Negotiation, networking and facilitation competencies at the highest level
  • Strategic vision and planning capabilities
  • Outstanding communication and advocacy skills to influence at highest levels and engage with diverse audiences

  • Experience in mainstreaming gender in the business development
  • Good knowledge of the social, economic and political situation in the region

Working conditions

  • 40 hours a week
  • 30% travel within the program countries
