Deputy Chief of Party, Rwanda

Project Overview and Role

Palladium is seeking a Deputy Chief of Party (DCOP) for an anticipated USAID-funded project in Rwanda. The purpose of the project will be to facilitate the emergence of a dynamic off-farm sector that can generate more and higher wage employment for the broad majority of Rwandans currently engaged in subsistence agriculture and other marginal economic activities. The activity will achieve this by alleviating constraints to entrepreneurship, in particular but not exclusively, constraints to finance.

Responsibilities

The Deputy Chief of Party will be responsible for day to day operations of the key components of the Project. The DCOP will be based in Kigali, Rwanda and will be reporting to the COP. In the absence of the COP, the DCOP will assume full responsibility for the project.

  • Oversees day to day operations of a large, complex program to generate more and higher wage employment for subsistence farmers
  • Supports leading of the overall technical and financial performance of the project, including program planning, budgeting, and M&E, and ensures that technical, financial, and administrative activities are carried out according to USAID and Palladium’s policies and procedures
  • Provides technical input into the design and delivery of the program activities
  • Manages subcontractors, both international and local, to ensure that their performance meets or exceeds technical and financial contractual requirements
  • Recruits, hires, and manages national staff and consultants as needed to carry out activities
  • Prepares and ensures timely effective written reporting including quarterly and annual reports, and periodic ad hoc reports, as well as oral presentations
  • Oversees creation and implementation of project monitoring and evaluation activities, and the development and implementation of annual work plans
  • Provides technical oversight on local staffing and personnel and subcontractor issues.
  • Supports implementation of Palladium’s security protocols and provides leadership in handling security-related issues.
  • Is well aware of project financials, works with and supports the financial officer to ensure that appropriate systems and procedures are in place and being followed
  • Successfully interacts with local governments/ministries, private sector, NGOs, and other stakeholders
  • Represents the project in local, national, and international meetings and events as appropriate

Requirements

  • Advanced (Master’s Degree) degree or higher in economics, international development, finance, business, or in a closely related field is required.
  • 10 years of experience in two or more of the following areas: employment generation, livelihood development, poverty reduction programs, private sector development, access to finance/credit; and enterprise development, at least five years of which have been spent on management level positions
  • Prior experience on a senior management position on USAID or other donors, preferably for rural enterprise development programs, as well as working with poor
  • Experience establishing and strengthening productive and collaborative relationships with government counterparts, local organizations, private sector, and other donor organizations
  • Experience working for large donor organizations such as USAID and knowledge of USAID contract management, policies, procedures, regulations and reporting requirements
  • Experience supervising or mentoring personnel and ensuring they acquire the necessary training and skills to meet evolving program needs
  • Strong leadership, program, organizational management and oral and written communication skills
  • Creativity and flexibility, a team player
  • Capacity to effectively resolve conflict and overcome resistance to change
  • Prior experience in Rwanda is necessary; prior experience in the wider region is desirable
  • Fluency in Kinyarwanda and English; French is desirable
