Title: Director of Communications and Reporting

Project: Rwanda Soma Umenye

Project Summary

Soma Umenye is a five-year USAID-funded activity that aims to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda. Covering all 30 districts of Rwanda and working in close collaboration with the Rwanda Education Boad (REB) and the Rwandan Ministry of Education (MINEDUC), Soma Umenye will contribute to Rwanda’s Education Sector Strategic Plan (ESSP) and the Government of Rwanda’s national development priority of ensuring that Rwandan primary-grade students acquire the fundamental competency of literacy so that they can succeed in future schooling and, later, in the modern workplace. 

Project goals:

Soma Umenye aims to achieve the following two goals.

  • To improve reading outcomes in Kinyarwanda for at least 1 million children (unique direct beneficiaries) in public and government-aided schools in Rwanda by the end of P3; and
  • To ensure that at least 70 percent of P1-P3 students are able to read grade-level text with fluency and comprehension.

To achieve the above goals, it requires close collaboration with all education stakeholders under the technical leadership of MINEDUC and REB.

Principal Duties and Responsibilities

The Director of Communication and Reporting leads all Soma Umenye communications activities and reports. S/he is responsible for managing all components of the program’s communication plan, including liaising with stakeholders and beneficiaries; designing and developing communications plans; and contributing to reporting of technical activities and results to the chief of party and USAID. S/he is also responsible for supervising and mentoring the other members of the communications team.

Specific responsibilities:

  • Oversee the drafting, editing, organization and dissemination of public information and reporting materials, including fact sheets, newsletters, technical, quarterly and annual reports, presentations, responses to requests for information and all other public or contractual information materials related to Soma Umenye. 
  • Present development topics in clear, concise English and translate sometimes complex or highly technical language into a format easily understood by the general public.
  • Craft strategic communication plans and information messages in various media formats (e.g. press releases, web-site, cables, etc.), targeting a variety of audiences
  • Generate and maintain a standard set of narrative data related to the Soma Umenye’s activities and accomplishments for general use in briefers, outreach materials, communications, etc.
  • Serve as brand expert, and advise SU staff on developing appropriately branded public information and events.  Design and conduct workshops on the implementation of branding guidelines. 
  • Advise and work with COP and DCOPs to select opportunities to keep media abreast of SU programs, including TV, radio and other media.  This may include preparing talking points, organizing briefings and media tours of project activities
  • Serve as advisor on the outreach component of public events, in coordination with USAID, COP, DCOPs, technical teams and implementing partners.  This includes conferences, openings, ribbon cuttings and other ceremonies.  Organize press packets, deal with protocol issues, site selection, staging and logistical issues and ensure appropriate marking/branding.
  • Manage documentation of SU events, including video, documentaries, photos, updates to Facebook, YouTube, and Twitter accounts.
  • Mentor, guide and build capacity of staff and implementing partners

Job Qualifications

  • Excellent English writing skills
  • Able to meet strict deadlines in a fast-paced environment
  • A master’s degree, preferably in the field of public relations, journalism, international development/relations, English, marketing, communications or related field, is required.
  • A minimum of five years of demonstrated successful experience in public relations, journalism, or related field is required with at least three years’ supervisory experience
  • Previous work experience with an international development organization overseas is strongly preferred.
  • Proven experience with writing and communications that demonstrates skills and hands-on experience in a combination of the following areas: public relations, editing, public information, publishing, and digital communications.
  • Proven experience in developing and disseminating targeted information to a variety of audiences is required. 
  • Demonstrated effective written and oral communication is a requirement.
  • Strong communication, interpersonal skills, and ability to lead and work in teams required. 
  • Excellent organizational, critical and strategic thinking skills required
  • Strong computer skills in the full range of MS software, including spreadsheet, PowerPoint, and graphics, is preferred. Experience with Facebook, Twitter, YouTube, RSS feeds and other social media platforms strongly preferred.

Level of Effort and Location of Assignment

This is a long term position and the location of assignment is Kigali, Rwanda with intermittent travel throughout the country.


The Director of Communications and Reporting will report directly to the Deputy Chief of Party for Technical Activities or his/her designee.
