Oxfam was established in Rwanda in the 1960s. Its reputation and expertise in Rwanda puts it in a strong position to take forward a strategy that contributes to its overall vision – a just Rwanda without poverty – and to stage interventions in line with its mission – to ensure that poor men, women and youth enjoy equal rights and benefit from fair and inclusive development.

Oxfam’s Country Strategy (OCS) launched in 2015 for implementation until 2020, identifies four key pillar programmes to attain the set objectives: Humanitarian response and preparedness, Sustainable Livelihood, Participatory Governance and Gender Justice.

We are currently recruiting for an experienced Rwandan national for the position of:

Electro- Mechanical Engineer for Mahama Refugees Water Treatment Plant, Kirehe District

Background

Oxfam in Rwanda has been at the forefront of supplying clean water in the Mahama refugees’ camp since 2015. Currently the Mahama Camp is hosting a population of 55,909 refugees who are all being supplied with clean water at required standards, in addition to supplying water to six surrounding villages in the camp’s host community and to a community school.

In Mahama, water is supplied using a permanent water treatment plant.This plant is a conventional plant using a combination of coagulation, sedimentation, rapid sand filtration and disinfection to provide clean, safe water to beneficiaries. It has the capacity to produce 1,200 m3 per day with enough quantity of clean water for a maximum of 60,000 people per day, running for 14 hours a day. Oxfam has secured DFID funding to support the works of expanding the capacity of the permanent plant.

Project rationale

To ensure continuity of supply of clean water with minimal interruptions, there is need to expand the newly constructed permanent treatment plant. The expansion of this plant is envisaged in three parts; the first part would cater for ensuring continuity of supply of clean water during maintenance of the existing sedimentation tank. Thiswill call therefore for construction of a second sedimentation tank; the second part would cater for ensuring that the control panel of the plant has a mechanical/manual option in cases of unexpected maintenance or replacement of parts/software and the third part will cater for purchase of a minimal strategic stock of main spare parts of the plant for faster replacement as needed.

Purpose of the position                               

Oxfam is seeking for an Electromechanical engineer to provide technical oversight and project management during the period of the integration work of the Mahama permanent water treatment plant.

Key responsibilities

The incumbent will be responsible of:

  • In collaboration with the Thematic manager in Kigali and the Kirehe team leader, participate actively on the negotiation of the terms of the project contract with the constructing company;
  • To supervise/direct the planned civil works according to the applicable Rwandan law;
  • To monitor the progress of the works on ground by comparing the planned activities, budgetary provisions and project timeline and to recommend the contracting company the appropriate measures to be taken, in case the works are behind schedule;
  • To arrange and take part to regular site progress meetings by liaising with the camp’s authorities, UNHCR, MIDIMAR and other stakeholders active in the camp;
  • To prepare draft agendas and minutes of meetings of all formal visits in which the project is discussed;
  • To advise the constructor, Oxfam and beneficiaries on possible ways to avoid unforeseen extra expenditures for the project;
  • To advise the constructor, Oxfam and beneficiaries on any possible claim or contractual problems arising during the works;
  • To liaise closely with the thematic manager based in Kigali, the Kirehe Team Leader and other camp’s stakeholders for a smooth and effective progress and successful completion of the works;
  • Expand Oxfam’s recognition among Mahama refugees’ camp’s donors by finding opportunities to raise awareness of Oxfam’s work in the areas of project concepts.
  • Help respond to donor inquiries, facilitate donor contacts, and provide timely and relevant donor information related to Oxfam’s project.
  • Carry out any other duties as may be requested by the Thematic manager and/or the Country Director.

Required Competences:

The position requires a competent and experienced person with the following attributes:

  • Technical background in electro-mechanics or/and civil engineering, coupled with Masters or degree in electro-mechanics. Experience can substitute qualifications, but not vice versa. Strong preference for Rwanda licensed civil engineer.
  • Minimum of 5 years of practical experience in water supply infrastructure and water treatment plants.
  • Substantial experience of working with engineering CAD documents (Drawing – Auto Cad / BOQ’S which can be used for contractor tenders).
  • Experience managing water supply infrastructure projects worth of at least 1 million USD.
  • Experience of surveying and construction of small and large pipe networks and drainage desirable.
  • Commitment and ability to build and maintain strong working relationships with the sub-contractor and with other relevant stakeholders active in the Mahama refugees’ camp.
  • Written abilities to present concise and clear reports within short notice addressing needs/problems and related solutions/recommendations.
  • Willingness to share information with other Oxfam staff.
  • Good communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
  • Ability to coordinate project activities and multi-task under pressure and to deadlines.
  • Initiative, sound judgment and demonstrated ability to work harmoniously with staff members from different national and cultural backgrounds.
  • English, French and Kinyarwanda proficiency strongly preferred.
  • Ability to travel extensively in rural areas is required.
