Scaling UpNutrition (SUN) Alliance Rwanda is a national not for profit umbrella of Civil Society Organizations (CSOs) working in Rwanda to promote nutrition sensitive and nutrition specific interventions across the country. The primary purpose of the Alliance is to strengthen coordination, Social Mobilization, Advocacy & Communication (SMAC), between nutrition actors, through tracking results, programs and resources of its members and thus aligning them with country plans to Eliminate all forms of Malnutrition. 

JOB DESCRIPTION: Executive Director

Scaling-Up Nutrition (SUN) Alliance is an umbrella of Civil Society Organizations (CSOs) in Rwanda to promote sensitive and specific nutrition actions. In 2014, 79 Civil Society Organizations in the fight against malnutrition in Rwanda endorsed the establishment of the Alliance, and was legally registered in June 2016. This late registration was caused by the SUN global model which required not Civil Society Alliance’s across countries to register since they were considered as simple movements to scale up nutrition but this contradicted the national laws of Rwanda. Thus, with guidance from the Government, SUN Alliance leadership took steps to legally register in accordance with the laws in Rwanda.

The primary purpose of the SUN Alliance is to strengthen the coordination between nutrition actors, through tracking results and aligning strategies, programs and resources of its members with country plans to eliminate all forms of Malnutrition. SUN Alliance also believes that collaborating with partners to implement programmes with shared nutrition goals, and collectively mobilize resources to effectively scale up nutrition, with a core focus on empowering women and children is an effective approach to addressing malnutrition.

Since establishment, SUN Alliance has helped facilitate a rich and concerted knowledge exchange among member CSOs using other SUN umbrellas in other countries as a foundation for sharing and learning. Guided by this exchange, more practical guidance and support is envisioned to be generated to help inform the paths Civil Society Organizations choose to take.

SUN Alliance seeks to recruit a qualified, energetic and capable candidate to serve as its Executive Director (ED). The ED is an ex-officio member of the Governing Council in addition to his/her primary role as the team leader/head of the Secretariat.

S/He is responsible for overseeing the administration, programs and strategic planning of the organization. Other key duties include coordinating, resources mobilisation, advocacy, and engagement with members. The position reports directly to the Board of Directors.

Job Specification for the Executive Director

1. Performance Objectives;

  • Organizational Leadership;
  • Project proposal writing;
  • To instigate and nurture relationships with current and potential donors across the corporate and development sector who will fund SUN ALLIANCE Strategic Plan;
  • To manage member contributions and mobilising other resources necessary to support SUN Alliance Rwanda’s mission and its members.
  • To report to SUN ALLIANCEBoard of Governors, and support them to develop organizational policies, expanded partnerships and to provide strong strategic direction to SUN ALLIANCE;
  • To provide financial oversight and planning, ensuring that SUN ALLIANCE funds are used responsibly, honestly and in such a way as to enable SUN ALLIANCE to have capacity and good reputation as much reach as possible;
  • To establish and ensure compliance to Human Resource, finance, governance and organizational learning systems and to administer SUN ALLIANCE in such a way as to ensure compliance with Rwandan Laws and national NGO best practices.

2. Organizational support

The Executive Director is responsible for ensuring that the SUN ALLIANCE member organizations operate efficiently. This includes SUN ALLIANCE general assembly,meetings, conferences, the General Purposes Committee and the full spectrum of advisory. The Executive Director prepares the reports to Board on behalf of the Managementand brings forward initiatives from time to time aimed at improving the organisational strength of the SUN ALLIANCE.

S/He is responsible for coordinating the activities of SUN ALLIANCE and ensuring that each member organization has contributed its annual membership fee in a timely manner;

3. Programme Direction and Implementation

  • To facilitate the development of SUN ALLIANCE Strategic Plan, ensure financing and implementation,
  • To mobilize funding for the SUN ALLIANCE activities
  • To lead the process of conceptualizing, organizing and measuring the impact of SUN ALLIANCE programmes and activities,
  • To lead the process of conceptualizing, facilitating and finding new partnerships nationally and internationally;
  • To develop program of information, skills and contacts exchange for members, beneficiaries, partners that enable them to provide high quality services for SUN ALLIANCE,
  • To conduct research that enables SUN ALLIANCE to build an evidence base that inform its work,
  • To facilitate the process of monitoring, learning from continuously improving the work of SUN ALLIANCE,
  • To act as the public face of SUN ALLIANCE, by proactively reaching out and creating alliances with other organizations at local and international level,
  • To ensure that SUN ALLIANCE has a strong, visible public brand and is seen to be an active organization in Rwanda, in the region and internationally. Nurture this through a live website, regular publications and being an engaged contributor to development in Rwanda and in the region,
  • To represent the SUN ALLIANCE in national and international forums,
  • To ensure a sound planning, implementation and monitoring of SUN ALLIANCE activities

3. Staff and Members Development

  • To recruit, manage and supervise staff body and to act as the focal person for all SUN ALLIANCE partners,
  • To develop systems, model ways of working that align staff, members, volunteers and donors to SUN ALLIANCE vision and organizational culture,
  • To coach and nurture the skills and potentials of staff so that a cohort of succession leaders is developed, of whom can move into an executive director position,

4. Profile of the candidate

  • Being a team leader
  • Being a fundraiser
  • Being available by early November 2017
  • Having a driving license category B

5. Formal Education

Bachelor's degreeor Master's degree in Project management, strategic management,  Development studies, Business Administration, social sciences, International development, or NGO management.

6. Professional Experience

  • For Master's degree holders, at least 5 years of professional working experience in a senior management position of a local organization and for Bachelor's degree, at least 10 years of experience in managing local NGOs.
  • Working Experience in other reputable organizations (national or international organizations, consultancies, bilateral agencies etc.) active in her/his field
  • Strong record of professional expertise in strategic planning and resources mobilization

7. Further Knowledge

  • Excellent language skills in English and Kinyarwanda both written and spoken. Knowledge of French would be an added advantage
  • Experience with an international working environment, is capable of working within minimal supervision
  • Excellent command of MS-Office and Excel
  • Good working knowledge of modern telecommunication systems
  • Good working knowledge of Finance, Administration and Human Resources management

8. Reporting lines

As per the constitution of SUN ALLIANCE, the Executive Director will report directly to the Board of Directors. Day to day operations will be overseen by the board in particular the Chairperson, the Secretary and the Treasurer.

Terms of Employment

This is a full-time position of one year contract with a possibility of a performance based renewal. The Executive Director will be based at the Head Office in Kigali with regular travels to the field. The Executive Director is expected to start early November 2017.
