Invitation for the Expression of Interest (EoI)

“To implement Engineering, Procurement & Construction for up to 10 Micro Hydro Power Projects in Ethiopia (Oromia, Amhara & Tigray Regions)”

The GIZ Office Addis Ababa would like to invite legally registered & relevant companies (locally and/or regionally), which are with the capacity, interest and commitment to implement the projects; to submit their Expression of Interest (EoI) to bid.

The Energising Development (EnDev) partnership is a joint impact-oriented global programme facilitating self-sustainable markets for modern energy solutions, financed by various donors. EnDev Ethiopia supports the establishment of modern energy supply with a focus on rural areas. EnDev Ethiopia collaborates closely with and gives technical support to its main partner, Ministry of water, Irrigation and Electricity (MoWIE). Further, EnDev gives technical support to a number of governmental institutions and non-governmental organizations, private institutions and enterprises, cooperatives and communities. EnDev Ethiopia is currently working on upgrading watermill sites into Micro Hydro Power (MHP) plants producing electricity. EnDev Ethiopia in collaboration with universities and energy bureaus has identified several promising water mill sites to upgrade into Micro Hydro Power plants for electricity production.

The Micro Hydro Power plants are planned to be from 20 to 80 kW installed capacity. The Government of Ethiopia will provide the isolated electricity grid (mini-grid). The EPC contracts for the MHP plants will be implemented under the FIDIC framework (yellow book).

Collaboration with and/or partnering with Ethiopian companies to develop the nascent MHP sector in the country will be an asset. EnDev will develop the legal framework for the cooperative or company in charge of management, operation and maintenance of the MHP plant. Close collaboration with EnDev and the local communities/cooperatives/company will be essential.

Implementation of the EPC contract has been scheduled (but not limited to) as:

• Award of EPC contract in October - November 2018

• Design and procurement (order turbines) phase November 2018 – January 2019

• Civil works January – March 2019 (dry season in Ethiopia)

• Electromechanical installation until August 2019

• Test and commissioning August - September 2019 (start of wet season in Ethiopia)

• As built documentation November 2019

In this regard GIZ is looking to establish a list of companies with capacity, interest and commitment to implement Engineering, Procurement and Construction of up to 10 Micro Hydro Power projects in Ethiopia.

If you are interested in participating in the scheduled tender procedure (company or a consortium) and your professional profile match the following formal criteria:

- Registered company

- Able to operate and implement projects legally in Ethiopia

- Experience in EPC of MHP plants

- Experience with the FIDIC framework

The GIZ are very interested in your Expression of Interest, EoI.

Qualified companies and/or consortia interested to be short listed for further tendering should forward a scanned stamped and signed copy of an EoI by email to , subject: “Expression of Interest, Micro Hydro Power, Ethiopia”, with following information:

• Name of company (companies in consortia)

• Full name and address of contact person

• Short description of the company (consortia)

• Reference list of up to 5 most important MHP projects the company (consortia) has implemented in the last 10 years.

• Reference list of up to 5 most important projects implemented under the FIDIC framework in the last 10 years.

• Reference list of up to 5 most important projects implemented in East Africa in the last 10 years (the more projects in Ethiopia the better and the same project can be mentioned on all reference lists)

The GIZ should have your EoI before the 14th of May 2018, 8am, East African time.
