Reporting to the Resource Development & Grants Management Director and working closely with the Global PIH finance team, the PIH Grant Management and Compliance team, the PIH development department and Rwanda site Program Managers, the Grants Manager will help ensure PIH/IMB is properly stewarding all restricted funding including government and institutional funding. She/he will be primarily focused on providing oversight during the pre- and post-award processes. This includes working with Program Managers and Finance staff on grant management, as well as implementing systems, processes, tools, and policies that aid in effective grant management.


  • Participate in the budget development process for grant applications;
  • Conduct research on trends of donor priorities and contribute to the development of a donors database;
  • Works closely with the Resource Development & Grants Management Director and Program Managers to support grant proposal development.


  • Works closely with the Finance team to ensure grant information is kept up to date in organizational budgets.
  • Regular update of the grant tracker to ensure financial reporting requirements of various donors is complied with.
  • Ensures compliance with regulations set forth in various grant agreements from a diverse portfolio of funders, including but not limited to monitoring for allowable expenses, ensuring compliance with grant activities and deliverables, and reporting timelines
  • Work closely with site program managers to review grant activities and provides information to project managers to adjust spending
  • Working closely with the Resource Development & Grants Management Director to implement organization-wide systems, tools, policies and procedures related to grant proposal budget development and post-award grant management.
  • Assists with analyzing, interpreting and applying Federal, multilateral, and private funder statutes, rules, and regulations regarding grant administration
  • Coordinates across finance, program, and development teams to proactively identify spending issues as needed
  • Coordinates with finance and development teams to ensure timely and accurate grant reporting
  • Coordinates with Resource Development & Grants Management Director team to maintain documentation of all PIH/IMB grants, including historical records of all reporting.
  • Conduct regular site visits with program managers to sub-grantees and review the progress of grants expenses as per activities undertaken and report on findings.
  • Capacity building of sub-grantees to ensure compliance with sub-grant agreements
  • Provide input and advise program managers and beneficiary organizations during program review as related to grants management
  • Support the production of the PIH / IMB grants register every quarter
  • Work closely with the Finance team and Program teams to track funder-specific expenditures and ensure compliance with audit requirements.
  • Review vouchers and payment requests, including proper back-up documentation to ensure compliance with Donor policies, procedures, rules and regulations;
  • Any other duties assigned by the Resource Development & Grants Management Director.


  • Masters’ Degree in Commerce or Business Administration with specialty in Finance or Accounting.
  • A minimum of 5 years of grants management experience or experience managing program budgets and program implementation
  • Experience with a wide spectrum of donors, including public sector donors is desirable
  • Experience working with international NGO’s in developing countries


  • Very strong budgeting and general analytical skills
  • Ability to define problems, collect data, establish facts, and draw conclusions
  • Must possess a high level of accuracy in all work processes and be detail oriented.
  • Ability to present information effectively to top management and project managers
  • Demonstrated ability to coordinate with diverse stakeholders to address their concerns and priorities
  • Ability to work under deadline pressure and flexibility to meet changing priorities
  • Excellent interpersonal, problem solving and organizational skills
  • Ability to learn new software and technologies quickly.
  • Excellent communication skills. Fluency in written and spoken English is required; Knowledge of Kinyarwanda and French are an added advantage
