Job Description

Summary of Position

The Group Controller: Finance and Compliance, East Africa supervises the financial operations and compliance in Kenya, Rwanda and Sudan (and other such countries as may from time to time be assigned). S/he will report direct line to Regional Controller and dotted line to the Regional Director.

The duty station is the Search office in Kigali, with frequent travel to other countries covered.  Hours are those of the Kigali office.


  • The central and Overriding Objectives of the position is as follows: For each country in his or her portfolio, to ensure that all costs incurred are eligible costs under donor awards and to ensure that all transactions, actions, and reports are compliant with donor rules.  The success of the position is measured by the degree to which ineligible costs and audit findings are avoided.

Specific responsibilities in line with this Overriding Objective include:

  • Ensure compliance with financial and HR standards to reduce the risk exposure of the organization.The success will be measured by the standards legal requirement met.
  • Through review of transactions, documents, records and monthly financial reports and through other methods, the Group Controller will insure that all costs being recorded are eligible under the terms of the grant to which they are charged. Where the Group Controller detects potentially ineligible costs, he/she will make corrections to prevent recurrence.

To achieve the Overriding Objectives, the Group Controllerwill undertake or supervise the following activities:

Financial and Supervision

  • Supervise and approve the monthly finance report
  • Supervise the financial staff in each country
  • Approve all commitments, disbursements, accounting entries and related vouchers
  • Ensure that all accounts balances are correct and properly scheduled and documented
  • Oversee country and grant budgeting
  • Supervise financial and HR aspects of start-up and close out
  • Supervise severance entitlements and payments to terminated staff

Capacity building & Training

  • Create an implement a plan to strengthen the capacities of all finance and program management staff across the region in the core competencies necessary for effective financial planning and management.
  • Provide training (in-person and remote) to new and existing finance staff in SFCG’s financial system, field reporting formats, compliance and documentation.
  • Provide on-going coaching to finance and management staff across the three countries.
  • Staff Training/Orientation – Assist in hiring and training of new finance staff in the region.


  • Ensure that all financial procedures, including cash management, procurement, advance settlement, salary distribution, etc. are compliant with donor and SFCG’s policies and legal requirements.
  • Ensure that HR procedures are in place and are compliant with Search Global Policies, HR operating standards and Local Labor law.
  • Support audits: Audit preparedness; oversight of corrective action plan; and conduct of internal audits for local audits, including spot compliance checks.
  • Ensure adequate Finance Policies are in place in each country.
  • Assist with the communication and implementation of new Finance, HR and Compliance policies which are developed from HQ.
  • Ensure that all records are kept in a form to ensure a successful audit


  • Work with country program, finance, and HR teams to troubleshoot challenges as they emerge.
  • Perform such other tasks as are required to achieve the Overriding Objective.

Minimum Qualifications

  • Bachelor’s Degree
  • Minimum of 10 years of experience in working on financial, HR and administrative aspects of governmental donor awards, for example, those of EU, US government, UN, World Bank grants and contracts
  • Experience with operational budgeting and grants management
  • Experience in training and capacity building
  • Experience in the region
  • Willingness to travel on a regular basis (up to 50%) and live in challenging contexts
  • Excellent written and oral communications skills in English, Arabic highly desirable
  • Strong interpersonal and communication skills
