SNV Rwanda /Wageningen University & Research is looking for a Liaison Manager
Based in Kigali, Rwanda
National Contract

POSITION SUMMARY

The liaison manager is a local representative of a partnership between SNV and Wageningen University & Research (WUR) in the HortInvest programme, with a background in horticulture and value chain development.

The selected candidate has a good understanding of the horticulture sector and value chains in Rwanda and has a well-developed network within the sector. S/he will represent WUR in the HortInvest programme and will work closely with the local HortInvest team. S/he will take care of the daily project implementation and coordination of activities, providing support to the HortInvest programme’s enabling environment component, in particular with regards to institutional development, capacity building, technical assistance and facilitation of public-private collaboration and consultation.

Responsibilities:

  • Lead the daily development, planning, implementation and coordination of the WUR assigned activities, and report on a periodic basis to the WUR coordinator;
  • Represent the WUR coordinator in the HortInvest management team led by the HortInvest project manager;
  • Represent WUR in relevant local and national meetings and platforms;
  • Actively engage with public and private stakeholders and facilitate the processes required for developing and consolidating institutions and stakeholders that enable a competitive and sustainable horticultural sector;
  • Coordinate and facilitate the planning and implementation of WUR experts’ interventions in close collaboration with the local HortInvest team;  
  • Undertake additional HortInvest assignments as requested by the WUR coordinator or additional minor tasks as requested by the HortInvest Project Manager.

Candidate profile:

  • MSc or PhD degree in horticulture, agriculture and/or agricultural development economics, or any equivalent;
  • At least 10 years professional working experience in fields relevant and related to the scope of work described;
  • Proven experience in private sector engagement and facilitation of multi-stakeholder processes with different stakeholder groups;
  • Proven extensive network in the food domain in general and in particular in the horticulture sector in Rwanda and the region;
  • A good networker with the ability to engage in the dynamic environment of business-, government-, civil society-, and academic worlds;
  • Experience in project implementation and project management in projects funded by international donors;
  • Ability to conduct short action oriented assessments and studies, to systemize data on production systems and value chains, and to conduct a first meta-analysis regarding the relevance of data;
  • Result oriented and self-motivated team player;
  •  Strong interpersonal and team building skills;
  •  Good communication and facilitation skills;
  • Ability and flexibility to work in multi-disciplinary, international teams;
  • Willingness to travel regularly to the project implementation region;
  • Excellent spoken and written English and Kinyarwanda.
