About the Job:

Connexus is seeking a Local Agricultural Policy Specialist for Nguriza Nshore, an anticipated USAID-funded project, which aims to facilitate the emergence of a dynamic off-farm sector that can generate greater employment at a higher wage for the broad majority of Rwandans who are currently engaged in subsistence agriculture and other marginal economic activities. The Local Agricultural Policy Specialist will support the Chief of Party in coordinating with government stakeholders and agricultural value chain actors to support the following objectives: 1) expand capacity of the financial sector to accurately assess risk and return of small and medium agribusinesses; 2) increase the reach and capacity of entrepreneurship and business development support organizations; 3) increase private and commercial investment in small and medium agribusinesses; 4) create a conducive enabling environment and operating policy environment for the expansion of small and medium agribusinesses, as well as reduce barriers to entry for new financial institutions and investment flows. 

Tasks and Responsibilities:

  • Support the Chief of Party in programmatic and technical oversight, monitoring and evaluation, especially related to creating an enabling environment for the expansion of small and medium agribusinesses.
  • In tandem with the Chief of Party, act as liaison between USAID/Rwanda, government counterparts, project staff, home office management, project stakeholders, and other ongoing projects.
  • Support the annual work plan development process and monitor deliverables according to that plan and scopes of work, and prepare quarterly reports
  • Oversee the work of international technical specialists working to improve the enabling environment and operating policy environment for the expansion of small and medium agribusinesses, and reduce the barriers to entry for new financial institutions and investments. 


  • Master's degree in business, public affairs, agriculture, economics, or related field, and 5-7 year relevant experience.
  • Experience in implementing programs related to off-farm activities, and especially aimed at increasing access to investment in agribusiness small and medium enterprises (SMEs).
  • Experience implementing agricultural and/or SME development programs with policy components.
  • Prior experience in management position, preferably on an international development project.
  • Demonstrated ability to work collaboratively with public and private sector partners and stakeholders, including donors and government officials.
  • Demonstrated success in achieving policy outcomes, ideally at a national level.
  • Excellent written communication skills, including ability to produce high-quality project reports required.
  • Fluency in English and Kinyarwanda required, French desired.
