1.    About CNFA

2.    About Feed the Future Rwanda Hinga Weze Activity

The objective of the five-year USAID Feed the Future Rwanda Hinga Weze activity is to sustainably increase smallholder farmers’ income, improve the nutritional status of Rwandan women and children, and increase the resilience of agriculture and food systems to the changing climate. These outcomes will be achieved through combining capacity building, in-kind matching grants and technical support to strengthen agricultural extension, improve agricultural infrastructure, and facilitate linkages among value chain actors.

To achieve the goals of the activity, five value chains will be specifically targeted: high-iron beans, orange flesh sweet potato (OFSP), Irish potato, maize and horticulture. The activity is

being implemented in the following ten districts of Rwanda: Gatsibo, Kayonza, Bugesera, Ngoma (Eastern Province); Nyabihu, Rutsiro, Ngororero, Nyamasheke, Karongi (Western Province); and Nyamagabe (Southern Province).

3.    Assignment Background Information

Beginning in FY18, Hinga Weze will strengthen the capacity of agrodealers through various trainings in areas such as product knowledge, business management and warehouse management. By mid-January 2018, the Hinga Weze team would like to have a well-developed module on agro-inputs technical product knowledge.

It is against that background that Hinga Weze would like to acquire short term consultancy services for the development of this module by a strong experienced individual, company or organization.

4.    Assignment Objective(s) & Scope

The objective of this this assignment is to have training materials responding to the agro-dealers training needs in agro-inputs technical knowledge, based on the results of the assessment conducted in November, 2017 to 68 agro-dealers from 10 Districts targeted Hinga Weze Activity. The assessment showed that there is a number of gaps in technical products knowledge of agro-dealers but also there are new products entering on the market that are not very well known by the users. During the assessment, agrodealers raised other issues they are facing in their day-to-day businesses on the following product knowledge areas:

  • Strategy of promoting local seed, lime, and blended fertilizers through business relationship with local producer companies
  • Knowledge on blended fertilizers and their efficiency on soil management and productivity
  • Knowledge on Lime, use and its efficiency on soil management and productivity
  • Introduction on rhizobium for beans and soybeans for nitrogen fixation
  • Disease diagnosis and product related (example of Fall Army Worms)
  • Knowledge focusing on vegetable, mushroom and bio-fortified beans seeds as response to food nutrition

In this regard, the consultant shall be assigned to develop the modules on agro-inputs product knowledge which will include but not limited to the following details:

5. Assignment Deliverables

  • Technical proposal that include a work plan to be presented to CNFA/Hinga Weze
  • Draft modules to be submitted to CNFA/Hinga Weze
  • Final modules ready for use

6.    Level of Effort (LOE)

The assignment shall be performed within 30 days counting from the date of signing agreement and the assignee shall report to DCOP and Senior Agronomist.

 

7.    Application qualification and mode
a. Qualification

  • Advanced degree in agronomy, agribusiness and related fields
  • Deep understanding of agro-dealership business in Rwandan context
  • Experience in developing training modules adapted to agro-dealers technical capacity
  • Having a proven knowledge and skills on agro-inputs mainly fertilizers, seeds, crop protection products
  • Having performed similar assignments should be an added advantage
