The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations.

GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and Rights-based Program.

GIZ Rwanda is searching a candidate for the position of National Advisor to the Rights-Based Program (RBP)/One Mainstreaming Team on Do No Harm. This is a limited term position.

The National Advisor, under supervision of the Head of Program is responsible:

1.    Responsibilities

  • Providing technical advice and support to GIZ programs and offices for the implementation of the Do No Harm approach, relevant context analysis and the internal Safeguards Gender management system
  • Developing the capacity of colleagues to identify, implement and monitor relevant and innovative measures regarding Do No Harm and peace and security
  • Supporting the implementation of program assessments such as context analysis, safeguards screening and in-depth assessments
  • Supporting the implementation of regular Do No Harm Checks in programs/project and (where applicable) offices and partner organizations
  • Contributing to quality control of and reporting on Do No Harm and other related requirements
  • Contributing to knowledge management and learning on the Do No Harm approach, the implementation of the Safeguards Gender management system, as well as the four cross-cutting topics of One Mainstreaming (gender equality, inclusion of people with disabilities, HIV and population dynamics)
  • Maintaining contact and exchanging with important stakeholders under guidance of the Head of Program and the coordinator of the One Mainstreaming Team

2.    Tasks
1.    Professional advisory services

The National Advisor

  • Advising the programs/projects and offices on implementing the Do No Harm approach and GIZ internal requirements related to “Safeguard”, especially conflict- and context-sensitive programming
  • Supporting the Heads of Programs, as well as program staff, with implementing the Do No Harm approach, by:
  • screening and analyzing the program goals, objectives and activities against the backdrop of peace and security and Do No Harm
  • providing advice for the risk categorization and the design and/or implementation of activities to prevent and/or mitigate risks
  • Facilitating trainings, workshops and/or learning sessions for staff and partner organizations.
  • Supporting the One Mainstreaming Coordinator in contributing to program appraisals, design and evaluations with a focus on Do No Harm and “Safeguards” (especially conflict- and context sensitive programming)
  • Staying in regular contact with Focal Persons on relevant activities, processes, and capacity development needs, and feeds this back to the Head of the Rights-based Program and the One Mainstreaming team
  • Supporting the organization of staff events

3.    Networking and cooperation

The National Advisor

  • Developing and maintaining positive working relationships with relevant stakeholders working in the area (inside and outside GIZ)
  • Developing and maintaining positive working relationships with relevant GIZ programmes/initiatives

4.    Knowledge management

The National Advisor

  • Preparing and/or contributes to reports, articles and other documentation on the One Mainstreaming approach and Do No Harm in GIZ Rwanda
  • Supporting the Country Office and programs to distil and capture good practices and lessons learnt with regard to Do No Harm
  • Keeping abreast of and shares information on relevant policies, strategies and priorities
  • Analysing media and research reports with a view on relevance for the One Mainstreaming interventions

5.    Management and coordination tasks

The National Advisor

  • Supports the One Mainstreaming Coordinator with
    • organizing team meetings, operational planning and mid-term review meetings
    • monitoring the implementation of the annual One Mainstreaming Action Plan, and relevant objectives in the GIZ Rwanda Country Planning
    • meeting reporting requests and requirements from GIZ Rwanda and GIZ in general

Required qualifications, competences and experience

Qualifications

  • Master Degree e.g. MSc in an area that is related to the position’s objectives, i.e. Conflict Studies, Governance and Capacity Development, with a focus on a relevant field or Bachelor degree with extensive experience in comparable positions 
  • Proven knowledge of the Do No Harm Approach and methods for Capacity Development
  • Proven experience in compiling, editing and writing reports and communication materials
  • Proven experience in conducting analyses and assessments of development projects
  • Experience in conceptualising and conducting trainings

Professional experience

  • At least 4 years’ professional experience in international development
  • with at least 2 years’ professional experience in a comparable position

Other knowledge, additional competences

  • Fluent written and oral knowledge of English; French and Kinyarwanda
  • Willingness to up skill as required by the tasks to be performed –corresponding measures are agreed with management
