Job Profile

Soma Umenye is a five-year USAID-funded activity that aims to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda. Covering all 30 districts of Rwanda and working in close collaboration with the Rwanda Education Boad (REB) and the Rwandan Ministry of Education (MINEDUC), Soma Umenye will contribute to Rwanda’s Education Sector Strategic Plan (ESSP) and the Government of Rwanda’s national development priority of ensuring that Rwandan primary-grade students acquire the fundamental competency of literacy so that they can succeed in future schooling and, later, in the modern workplace.To achieve the above goals, it requires close collaboration with all education stakeholders under the technical leadership of MINEDUC and REB.

Objective:

The objective of this scope of work is to lead the Systems Strengthening component (Intermediate Result 2 [IR2]) of the Soma Umenye project. This includes the oversight and leadership of the IR2 team and fulfillment of the system strengthening activities identified in the work plan.

Specific Tasks:

Provide leadership and coordination of all work streams under IR2, including, but not limited to:

  • The development of the research agenda across partner organizations
  • Soma Umenye’s national advocacy strategy with special attention to ensuring high-level policy makers recognize the important of EGR in Kinyarwanda and to establishing a unified message to stakeholders throughout Rwanda
  • Capacity development inputs at the district, sector, and school level to improve support for EGR instruction
  • The development of final grade-level literacy standards in Kinyarwanda for P1, P2, and P3, ensuring these activities are responsive and integrated with previously developed standards, frameworks, and the new competency-based curriculum
  • The development of a set of Principles of Effective Reading Instruction that will complement and supplement the existing teacher standards and other relevant GOR policies
  • The development, integration, and implementation of national EGR assessments
  • Support for improved teacher preparation in EGR instruction at teacher training colleges
  • Engagement with REB, MINEDUC, URCE, and other key government and non-governmental stakeholders

Qualifications and Experience:

  • An advanced degree in a relevant field, such as education, social sciences, or international development;
  • At least 10 years’ experience in the education sector; a focus on early grade reading would be an asset;
  • Extensive work experience in the Rwandan education system with a focus on supporting national-level systems change;
  • In-depth knowledge of the current state of early grade reading in Rwanda;
  • Experience working with international donors, particularly USAID, is an asset;
  • Knowledge of strategies for institutional and individual capacity;
  • Demonstrated team leadership experience;
  • Strong interpersonal and communication skills;
  • Strong computer skills in MS Office;
  • Strong project management skills;
  • High attention to detail and accuracy;
  • Clear thinking and effective decision making, ability to retain composure under pressure;
  • Flexible approach with commitment to meeting challenging deadlines
