OBJECTIVES OF THE PROGRAMME:

The WHO supports the Government of Rwanda through the Ministry of Health and other agencies to develop and implement policies and plans to enhance the health status of its citizens. Malaria and NTDs are part of key priorities under the government’s control of communicable diseases programme, which also includes health promotion. The Global Fund and PMI are both major supporters and funders of the Malaria programme in Rwanda and this is coordinated through a joint Technical Working Group (TWG) responsible for implementation and monitoring the results. WHO coordinates significant technical guidance for this programme from the various levels of the organization. Under the supervision of the WR, the incumbent is responsible for supporting the MOH and its Malaria and other parasitic diseases division; in in effectively coordinating key partners and stakeholders under the stewardship of the MOH.  Rwanda is a ONE UN country and WHO’s work is closely coordinated with other UN entities.

Malaria and Neglected Tropical Diseases (NTD) are the most common infections of poor people worldwide.  Rwanda’s Malaria and Other Parasitic Diseases program continues to face obstacles due to insufficient infrastructure and funds. The MOH will need support for prevention and elimination efforts of these parasitic diseases including improvement of water and sanitation which are major challenges.

Description of duties:

Under direct supervision of WHO Representative, the incumbent will provide technical support to Malaria and other parasitic division of MOH/RBC as follow:

  1. Provide policy advice, and lead the health policy dialogue with the Ministry of Health and stakeholders on Malaria and NTDs
  2. Support the country in adapting and implementing WHO guidelines and tools and also in the development of national Malaria and NTDS policies, strategies and plans;
  3. Support advocacyfor collaboration among stakeholders and convening and coordinating and/or supporting the convening and coordination of stakeholders in malaria and NTDS
  4. Support the program in mobilizing financial, human and technical resources required for implementation of Malaria and NTDS interventions;
  5. Serve as the focal point for WHO's Technical Cooperation with the country, including leading and managing the provision and brokering of technical assistance and identifying areas requiring institutional strengthening in the area of Malaria and NTDS;
  6. Provide support for strengthening the national capacity for Malaria and NTDS surveillance, monitoring and evaluation and for programme reviews, documentation and sharing of national experiences;
  7. Provides technical support to the Ministry of Health to plan, implement, monitor and evaluate an effective prevention and control programme for Malaria and NTDs within the context of Roll Back malaria
  8. Organize training of health personnel in the various priority interventions (case management, prevention, epidemiological surveillance, epidemics prevention, operational research, monitoring and evaluation) and contributes to the strengthening of health care management at central, intermediate, district and local levels
  9. Support conduction of operational research on various aspects of malaria prevention and control and assists the national officials in the development and implementation of such projects.
  10. Provide technical guidance and support to conduct assessment and mapping of disease burden for PCT diseases and promote their application in countries.
  11. Provide guidance and technical support for implementation, logistics and monitoring of NTD mass drug administration.
  12. Strengthen the school health program to sustain school-based NTD control activities and provide a strong base for desired behavior change for impact on NTD burden.
  13. Prepare monthly progress reports of malaria and NTD activities and contribute to the preparation of WHO regional and global reports on Malaria and NTDS
  14. In collaboration with NPO NHO, collect relevant malaria and NTD data and ensure that these are deposited into the national and African health observatories and used for evidence-based programme management
  15. Perform other duties assigned by WR

REQUIRED QUALIFICATIONS:

Education:

Essential: 

  • Medical degree from a recognized university with Master degree in epidemiology or public health.
  • Postgraduate qualifications in tropical health or malariology would be an added advantage

Desirable:

  • Postgraduate degree in Public Health

Functional Skills and Knowledge:

  • Medical Doctor with Technical expertise in public health and epidemiology, planning, national health programme management and coordination of national health programs, especially on public health infectious diseases. Ability to work effectively with colleagues at national and international levels and to train others.
  • Experience within the health sector system in Rwanda at national level
  • Familiarity with key interventions for prevention and treatment  of key public health diseases such as malaria and NTDs
  • Experience to exercise leadership and to work effectively with colleagues at national and international levels.
  • Proven ability and experience to plan, execute, supervise and manage a large national health programme.
  • Excellent communication skills.
  • Ability to work under pressure.
  • Computer literacy: Familiarity with software in common uses Word, Excel, Access Work with one statistical software.
  • Patient, with good negotiating and diplomatic skills and able to work in a multicultural setting and culturally sensitive communities.
  • Energetic and able to work and live in hardship conditions when on the field.

Experience:

Essential:

  • Eight (8) to ten (10) years of professsional experience in management of national public health programmes in the health sector of developing countries with at least 5 years full time work in infectious diseases in senior positions at national level and/or in an international organization.
  • Experience in management of health environment issues is an added value.

Desirable:

  • Experience in capacity building, planning and monitoring and evaluation of national health programs;
  • Experience working at operational as well as policy levels of the health system.

Languages:

  • Excellent knowledge of English and French with a good working knowledge of both languages.
