POSITION DESCRIPTION

Project Analyst

Rwanda

January 2018

DESIRED QUALIFICATIONS

A.  EDUCATION

Higher education preferred in one of the following: Economics, Business, Finance, Law, Information Technology, Research, Public Administration or related fields.

Computer training/qualifications that will enable the incumbent to perform the prescribed functions satisfactorily:  Microsoft Power Point, MS Excel and MS Word.

B.  PRIOR WORK EXPERIENCE

  1. Experience providing translation and interpretation support in English / Kinyarwanda / French
  2. Experience in office management and administrative support
  3. Experience in public contact, in particular contact with top government officials
  4. At least three years general office environment activities
  5. Experience in utilization of the Internet
  6. Experience in quantitative and/or qualitative research, and data analysis
  7. Experience in teaching or developing training materials
  8. Experience in giving written and oral presentations or briefings
  9. *Experience in summarizing information as a result of fact gathering, and expressing the summary orally and in writing
  10. *Experience in working in an area of financial, tax, or regulatory government function
  11. *Experience in providing technical advice to professionals
  12. *Experience in working on a project team to develop new processes, systems, or functions
  13. *Experience in working with Tax Officials

*Strongly preferred.

C.  LANGUAGE PROFICIENCY

Fluency in English, Kinyarwanda and French is critical. The project analyst must have a strong oral and verbal command of these languages that will allow him / her to provide accurate interpretation during meetings and when required, workshops and on-the-job training sessions. The project analyst will also be called on to quickly turn-around translation requests.  The analyst must have strong English writing skills to be able to read and write reports.

E.  KEY PERFORMANCE AREAS/OUTPUTS

  1. Prepare accurate, written reports on a regular basis on multiple projects
  2. Represent the project when foreign advisors are not in-country
  3. Co-ordinate meetings and workshops
  4. Record incoming and outgoing documentation, facsimiles, email and telephone contacts, and maintain office files
  5. Acknowledge receipt of correspondence
  6. Translate documents and interpret oral communication
  7. Handle confidential documents with utmost discretion
  8. Provide general office administration
  9. Manage the appointments of advisors and assist in achieving access to government officials at all levels
  10. Assist with travel and accommodation arrangements, if needed
  11. Travel and provide interpretation support if advisors are conducting site visits and trainings outside of Kigali

POSITION ELEMENTS

A.  SUPERVISION RECEIVED

Acts as Project Analyst for the Project Manager, who is based overseas and travels frequently to Kigali. As needed, the analyst will provide language support during trips to regional offices.

The incumbent works under the supervision of the Project Manager and Revenue Advisors when they are in the country. In the absence of the Project Manager, the incumbent takes on the role of office manager and reports on a weekly basis to the Project Manager and the Associate Director of the Revenue Program. Communication is done by phone, Skype, or email.

B.  EXERCISE OF JUDGEMENT

Allocates own time.  Makes decisions in accordance with verbal or written directions from Federal Agencies.  Prepares memoranda as directed by the Project Manager, Advisors and/or the Associate Director for Revenue.  Coordinates itineraries of Project Manager and Intermittent Advisors to include meetings, travel arrangements and telephone calls.  Time allocation and work organization are extremely important, especially in the absence of the Project Manager or Intermittent advisors.
