Advertisement for the position of Project Officer- Inclusive Insurance

Access to Finance Rwanda (AFR) seeks to recruit a qualified and competent individual to fill the position of Project Officer - Inclusive Insurance.

AFR is a Rwandan Not for Profit Company, established in March 2010 by the governments of Rwanda and the United Kingdom (UK) and works with various Development Partners that include the UK Department for International Development (DFID), MasterCard Foundation, Sweden and USAID. Guided by the Making Markets Work for the Poor (M4P) approach, AFR’s strategic focus is to stimulate financial sector development and address constraints that prevent the financial market from reaching Rwanda’s low-income population

The position

The objective of this role is to initiate and implement interventions that address the systematic market and regulatory constraints that hinder access to insurance services for the low-income market segment in Rwanda. The role is responsible for ensuring excellent relationships and service delivery to implementing partners and other key stakeholders and ensuring that projects deliver against the goals and targets laid out.

This position is subject to approval of funding.

The person reports to the Director of Programs.

Key Responsibilities

  • Identify and work with implementing partners to develop a portfolio of impactful projects in insurance. Ensure that results are achieved, risks are managed and that quality projects are delivered
  • Engage with the National Bank of Rwanda (BNR), other regulators, Ministry of Finance and Economic Planning (MINECOFIN) and other key Ministries to provide strategic inputs and policy level assistance related to insurance.
  • Participate in conducting partner capacity needs analysis to determine, design and deliver appropriate capacity building programs and provide specialized technical expertise
  • Co-ordinate research in order to understand the ecosystem of the insurance sector and inform interventions
  • Implement AFR's Insurance Strategy ensuring that it remains relevant to changing market needs.
  • Collaborate with the private sector, funders and other market players in driving an inclusive insurance agenda in Rwanda.
  • Actively participate in the development and implementation of AFR’s Communications Plan, ensuring that the plan will result in key stakeholders being influenced effectively.
  • Any other tasks as may be assigned by the supervisor

Educational Qualifications:

The ideal candidate should have the following:

  • A Bachelor’s degree in insurance or a related field such as economics or actuarial science
  • Master's degree preferred
  • A Professional Certificate in Insurance (ACII or Expert in Micro insurance) is an added advantage

Experience and knowledge:

  • A sound understanding of the financial and insurance sector in Rwanda
  • At least 5 years of professional experience in the insurance industry in Rwanda
  • Experience working with the microfinance sector, banks, SACCO’s, informal finance groups
  • Demonstrated program management skills
  • Excellent communication, report writing and computer skills
  • Excellent written and spoken English and Kinyarwanda
