Dear Sir or Madam,

CHEMONICS SOMA UMENYE LLC  (hereinafter referred to as “Chemonics”), under the Rwanda Soma Umenye Activity USAID IDIQ Contract No. AID-OAA-I-14-00055, Task Order AID-696-TO-16-00001 is issuing a Request for Information (RFI) for consultants and/or consultant/training services for  developing and implementing social behavior change communication (SBCC) products and campaigns  for the Soma Umenye project office in Kigali, Rwanda.

THIS IS A REQUEST FOR INFORMATION ONLY.  The RFI is solely for information gathering purposes and is NOT a Request for a Proposal (RFP), a Request for Quotation (RFQ), an invitation for Bids, a Solicitation, or an indication that Chemonics will contract for the items contained in the RFI.

In accordance with FAR 15.201(e), responses to this notice are NOT offers and CANNOT be accepted by Chemonics to form a binding contract.  Responses to this RFI are strictly voluntary and Chemonics will NOT pay respondents for information provided in response to this RFI.  Responses to this RFI will NOT be returned and respondents will NOT be notified of the result of the review.  If a Solicitation is issued, it will be announced at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement.  This RFI does NOT restrict Chemonics’ acquisition approach on a future solicitation. 

INSTRUCTIONS

Chemonics welcomes all locally based independent consultants and/or consultant/training service firms or NGOs in Rwanda to reply to the RFI.  All RFI responses shall be submitted via email no later than Wednesday, August 23 at 13:00 local Kigali time to rwandasomaumenyeoperations@gmail.com.  Responders shall provide one (1) electronic copy of their response in Microsoft Word or PDF formats.  Please reference the e-mail with the subject title “Rwanda SU SBCC RFI Response”

Purpose

The purpose of this RFI is to solicit expressions of interest from individual independent consultants and/or consulting/training firms or NGOs who would be interested in being considered for short-term consulting work related to developing strategic communications messages, products and campaigns to promote the importance of strong reading and writing skills in Kinyarwanda, as the foundation of future academic and professional success.

Background

The USAID-funded  Soma Umenye (Read and  Learn) Activity  is designed to assist the  Ministry  of

Education  (MINEDUC)  and  the  Rwanda  Education  Board  (REB)  to  implement  an  intensive  and

comprehensive program of support that will produce significant gains in early literacy. Specifically,

Soma Umenye will focus on two primary goals:

  • To improve reading outcomes in Kinyarwanda for at least 1 million children (unique direct beneficiaries) in public and government-aided schools in Rwanda by the end of P3; and
  • To ensure that at least 70 percent of P1-P3 students are able to read grade-level text with fluency and comprehension.

Below, in Table 1, are the outcomes that are intended to collectively achieve Soma Umenye’s goals:

Sub-IR 1.1: Evidence-based, gender- sensitive early-grade reading materials available and used

Sub-IR 2.1: National advocacy mechanisms for early-grade reading interventions strengthened

Sub-IR 1.2: Teachers’ use of evidence- based, gender-sensitive instructional practices in early-grade reading increased

Sub-IR 2.2: Student and teacher performance standards and benchmarks for early-grade reading applied

Sub-IR 1.3: Capacity of head and mentor teachers to coach and supervise early-grade reading instruction strengthened

Sub-IR 2.3: Research-based policies and curricula in support of early-grade reading instruction implemented

Sub-IR 1.4: Schools’ and teachers’ use of student assessment results improved

Sub-IR 2.4: Early-grade reading assessment systems strengthened

 

Sub-IR 2.5: Capacity of TTCs to prepare effective early-grade reading teachers improved

Cross-Cutting: gender and inclusion of students with special needs, ICT, MEL, research, communications

Purpose of this RFI

Through this RFI, Chemonics hopes to identify Rwanda-based consultants and organizations that have the qualifications and experience needed to assist the Soma Umenye Activity to carry out tasks such as those listed here (the list is meant to be illustrative and not exhaustive):

  • Conduct and/or oversee formative research/assessments (e.g., FGDs, key informant interviews), develop, pretest, procure, produce and apply new approaches, messages, materials, and activities as needed to implement advocacy, community mobilization, and other relevant program activities on the importance of children learning to read and write in their mother tongue as a foundation for fluency in other lanaguages.
  • Develop and pilot test SBCC approaches, materials and tools relying on innovative and agile methodologies.
  • Work with staff and partners to utilize data in solution design and concept testing, including developing and organizing capacity-building activities related to behavior change for Soma Umenye staff and partners as project solutions are being conceptualized and implemented

Information Requested

Independent individual consultants must submit the following in response to this RFI to be considered for short-listing if Chemonics issues RFQs or RFPs for short-term consulting assignments in the future:

  • A detailed curriculum vita in English, providing at a minimum full name, address, contact information (phone and email), education, work experience (highlighting any work that is especially pertinent to this request), and listing three professional references and their contact information. Desired qualifications include:
    • A graduate degree in a relevant field;
    • Demonstrated experience in Rwanda in identifying barriers to behavior change and developing effective and innovative communications strategies for addressing them
    • Good understanding and familiarity with development communications issues and solutions, especially in basic education
    • Knowledge and experience in designing and implementing evidence-based behavior change approaches that incorporate the role of social factors and environment in facilitating change.
    • Excellent English and Kinyarwanda skills

Consulting/training organizations (firms or NGOs) must submit the following in response to this RFI to be considered for short-listing if Chemonics issues RFQs or RFPs for short-term consulting assignments:

  • A short (3-5 page) description of the organization, its mission, and its senior management structure
  • Documentation to show that the organization is based in Rwanda, has legal capacity to enter into a subcontract, meets USAID eligibility requirements, and meets USAID Geographic Code 935 requirements.
  • Details (3-5 pages) of past performance demonstrating the organization’s experience and technical ability in implementing work related to the illustrative tasks listed above.Evidence of past performance for USAID-funded projects and activities is desirable.
  • For 1-3 staff of the organization who have relevant SBCC expertise, please provide a detailed curriculum vita in English, providing at a minimum full name, address, contact information (phone and email), education, work experience (highlighting any work that is especially pertinent ot this request), and listing three professional references and their contact information. Desired qualifications include:
    • A graduate degree in a relevant field;
    • At least 10 years’ experience working on development communications issues and solutions in Rwanda;
    • Excellent English and Kinyarwanda skills
