Focus of This Role:

Rwanda’s traditional cash crops have been coffee and tea, which have been a steady source of export revenue for many decades. As the country moves along its ambitious growth trajectory to become a middle-income country within the next few years, there’s a strong drive to diversify the country’s exports base. Within agriculture, horticulture is a subsector in which Rwanda enjoys many comparative advantages. It has grown significantly in recent years, rising quickly in the ranks of Rwanda’s major export sectors.

The National Agricultural Export Development Board (NAEB) is the responsible institution for developing the agricultural export sectors. It is established under the Ministry of Agriculture and Animal Resources to oversee agricultural exports development in Rwanda. Through its recent institutional transition, NAEB became a public commercial institution. As such, NAEB is going through an institutional transformation process, expected to have NAEB become a self-financed Public Corporation in a five year timeframe.

TBI has had an Advisor placed in NAEB for two years supporting the horticulture sector and the institutional transition process. This previous work provides a solid base from which the new Advisor will be able to start impacting the institution and the sector. The rest of the TBI team, embedded in key economic institutions, will provide further support for achieving the ambitious objectives of the role.

Key Objectives:

The main objective of the role is to provide strategic advice for decision making, to contribute towards institutional strengthening of NAEB and to support the delivery of specific priority investment projects.

The Advisor will work within the Office of the CEO at NAEB. The Advisor will:

  • Support the development and implementation of critical investment projects within the horticulture and other sectors. The advisor will support monitoring of priority projects and provide implementation support as needed to such projects
  • Work with cross-government forums to ensure bottlenecks in priority value chains are removed and aftercare for flagship projects is improved
  • Help NAEB successfully deliver its mandate and build long term success
  • Specific outputs of the work may include:
  • Concrete progress made on priority investment projects (agreements finalized, land and supporting infrastructure developed, investors attracted)
  • Effective NAEB participation at cross-government forums, witnessed through specific issues being addressed and clear action points derived from the meetings
  • Skills transferred to the local staff, particularly capacity in developing business cases for investment promotion and other critical project management skills
  • NAEB is successfully delivering its mandate to diversify and grow exports

What We Look For in Our People:

The following list describes the type of experience and characteristics we are looking for:

  • MBA or other relevant Master's Degree
  • At least five years of experience within the international development space
  • Prior experience in a leading international management/strategy consulting firm preferred
  • Strong leadership skills with demonstrated success in developing staff and building institutional capacity
  • First rate strategy skills in order to challenge and design effective policy
  • Strong analytical abilities, both quantitative and qualitative
  • Ability to present information in a concise, insightful and structured manner, both in written and oral form
  • Supply chain management experience for perishable produce (with an emphasis on fruit and vegetables) is an added advantage
  • Experience in supporting market access, investor mobilization and business case development
  • Demonstrated success in increasing incomes for small rural producers is highly desirable
  • Experience working in Rwanda or East Africa is preferred
  • Ability to work under pressure and to coordinate and link with multi-disciplinary Advisors
  • Fluency in English in both technical report writing and speaking.
