1. about CNFA

2. About Feed the Future Rwanda Hinga Weze Activity

The objective of the five-year USAID Feed the Future Rwanda Hinga Weze Activity is to sustainably increase smallholder farmers’ income, improve the nutritional status of Rwandan women and children, and increase the resilience of agriculture and food systems to the changing climate. These outcomes will be achieved through combining capacity building with in-kind matching grants and technical support to strengthen agricultural extension, improve agricultural infrastructure, and facilitate linkages among value chain actors.

To achieve the goals of the Activity, five value chains will be specifically targeted: high-iron beans, orange flesh sweet potato (OFSP), Irish potato, maize and horticulture. The Activity is being implemented in the following ten districts of Rwanda: Gatsibo, Kayonza, Kirehe, Ngoma (Eastern Province); Nyabihu, Rutsiro, Ngororero Nyamasheke, Karongi (Western Province); and Nyamagabe (Southern Province).

3. Assignment Background Information

Rwanda is a hilly country where most cultivation areas are on hillside inclines that can reach 60%. Due to increasing population pressure, agricultural activity continues to encroach on hillside areas that exceed the recommended slope for cultivation, resulting in severe soil erosion and low productivity. One solution to sustainably increasing agricultural production on steep slopes is terracing. Hinga Weze has been mandated to construct and rehabilitate terraces on 4,000 ha in 10 targeted districts to contribute to Intermediate Result: Agriculture productivity sustainably increased.

4. Assignment Objective(s) & Scope

Hinga Weze will hire a local (Rwandan) engineer or agronomist with extensive experience in terracing to provide short-term technical assistance (STTA) and support the identification, selection of sites where new terraces may be constructed, or abandoned terraces may be rehabilitated in the following six Hinga Weze districts in Rwanda: Nyabihu, Rutsiro, Ngororero Nyamasheke, Karongi (Western Province); and Nyamagabe (Southern Province). In addition to analyzing and selecting sites that appear environmentally suitable for terracing, the STTA consultant must work closely with Hinga Weze staff and district authorities to analyze how the community/farmer groups/cooperative will be involved in the construction/rehabilitation of terraces and propose land using sustainable agriculture practices.

The consultant’s tasks will include, but not be limited to:

  • Working in close collaboration with Hinga Weze team (DCOP/Senior Agronomist, Agronomist), district authorities and Hinga Weze district offices to identify and select suitable sites for terraces construction or rehabilitation;
  • Advising Hinga Weze team and District authorities on construction work needed for new and rehabilitated terraces.
  • Provide recommendations on the type of soil amendments to be used;
  • Propose a sustainability plan as of how terraces will be maintained once constructed or rehabilitated; and
  • Propose with the Hinga Weze team a reasonable budget per hectare of terracing constructed or rehabilitated.

5. Assignment Deliverables

After field visit to Hinga Weze target districts are conducted, the consultant will develop a comprehensive report containing the following information:

  • Outlining criteria – including environmental, demographic and financial data – used for selection of sites
  • Identified and selected sites (specifying location and hectarage) for terrace construction and rehabilitation
  • A map clearly showing the location of identified and selected sites for terrace construction or rehabilitation
  • A detailed work plan and suggested methodology for terrace construction and rehabilitation.
  • Proposal for a full agronomic and climate smart agricultural package for productive new and rehabilitated terraces including but not limited to lime, organic manure, fertilizer and micro-nutrients.
  • Estimated budget for the construction and/or rehabilitation of specific terraces

6. Level of Effort (LOE), Period and Place of Performance

  • The STTA assignment will run from December 2017 to February 2018. The following six districts will be initially targeted: Nyabihu, Rutsiro, Ngororero Nyamasheke, Karongi (Western Province); and Nyamagabe (Southern Province). The level of effort for this short-term assignment is estimated at 25 days. The consultant will be based in Kigali, with frequent field visits to Hinga Weze target districts.

7. Consultant Qualifications and Experience

  • Preferably a Rwandan citizen with university degree in Rural Engineering, Soil and Environmental Management, Soil and Water Management, or related field
  • At least 10 years’ experience in terrace design and implementation
  • Experience with donor funded projects/programs focused on land husbandry, water harvesting and irrigation
  • Proven experience on the use of Global Positioning System (GPS) and geographic information system (GIS) software (Arc GIS, etc.)
  • Demonstrated experience in preparing and implementing successful watershed management projects in general and terracing in particular.
  • Demonstrated experience in land management training and capacity building
  • Extensive work experience with local governments (districts) and/or donors.
