TENDER NOTICE # PIH/IMB 5851/M04/ FY 24

TENDER TITTLE: SUPPLY, INSTALLATION AND COMMISSIONING OF MEDICAL EQUIPMENT FOR (1) BUTARO LEVEL 2 TEACHING HOSPITAL/BL2TH PROJECT AND (2) MATERNAL AND CHILD HEALTH AT KIREHE AND BUTARO DISTRICT HOSPITALS.

Partners In Health (PIH) is a nonprofit organization with its headquarters in Boston, Massachusetts, whose mission is to provide quality health care for poor and most in need populations around the world. Since 2005, the Ministry of Health in Rwanda has worked with PIH Rwanda, also known as Inshuti Mu Buzima, to improve the quality of care in the country and increase health care access for Rwanda most in need populations. PIH/IMB have since helped to bring high-quality health care to three districts namely: Kayonza, Burera and Kirehe.

Partners In Health/Inshuti Mu Buzima is seeking for proposals from qualified and authorized service providers / vendors for the supply, installation and commissioning of medical equipment for (1) Butaro level 2 teaching hospital/BL2TH project and (2) maternal and child health at Kirehe and Butaro District hospitals as per Terms of References (ToRs) found on PIH procurement link indicated here below.

Terms of References (ToRs) will be available in Partners In Health/Inshuti Mu Buzima e-Procurement System (https://pih-imb.org.rw/eprocurement/index.php) starting from April 5th, 2024 to May 06th 2024.

I. Compulsory requirements:

  1. Proof of Business registration (RDB/ RCA Registration or similar documents) in the same domain of
  2. Valid RRA tax clearance or proof of RRA certificate request in
  3. Not being under blacklisted vendor list by Rwanda Public Procurement Authority (RPPA) nor Partners In Health.
  4. License to operate in pharmaceutical business or dealing with medical equipment
  5. References of similar tenders executed in the past five years with three (3) good completion certificates or/and contracts.
  6. Interested and qualified vendors / manufacturers must provide along with their bid/proposal a Bid Security (Bank Guarantee) equivalent to 3% of the total bid/proposal amount in Rwandan Francs.

II. Financially, the bid shall indicate:

  1. The bidder shall indicate the price along with DDP incoterms to Butaro or Kirehe District hospitals
  2. The bidder shall indicate the shortest delivery
  3. Bids shall be prepared and submitted using Rwandan Francs
  4. The bidder must provide clear information on terms and conditions of Payment.
  5. The offer validity shall not be lower than 120 calendar days from the day of the bids

Please note the following:

  1. ALL PROPOSALS FROM INTERESTED BIDDERS WILL BE ELECTRONICALLY SUBMITTED to Partners In Health/Inshuti Mu Buzima Procurement System using the following link (https://pih-imb.org.rw/eprocurement/index.php) before May 6th, 2024 @11: 59 pm (closing time) Kigali time prompt – Failing to follow this instruction proposals will not be considered.
  2. Results of the public opening session will be available in the system starting from May 07, 2024 from 00:00 AM time.

BID SECURITY

  1. Any bid/proposal not accompanied by a substantially responsive Bid Security will not be
  2. Bid Security of unsuccessful bidders shall be returned as soon as possible after tender examination and tender award to the winning
  3. Bid Security may be forfeited executed if: (i) bidder withdraws its bids during the period of bid validity; (ii) when a successful bidder fails to sign the Contract or provide Performance Security, or (iii) when a successful bidder refuses corrections of its financial

Special Notes:

  1. There is no fee paid to obtain the Tender document.
  2. Partners In Health is not obligated to purchase or to pay for any costs incurred by the bidder in preparation of his/her proposal in response to this tender notice.
  3. Proposals will be evaluated on the greatest overall fulfilment of technical specifications and technical requirements as well as PIH applied most benefiting economic
