Organizational context

Rwanda Men's Resource Centre (RWAMREC) is a non-governmental organization working to promote gender equality, positive masculinities and engaging men to eliminate all forms of men's violence against women and children. RWAMREC was founded in 2006 by nine members and was legally established in 2008 by the Ministerial Order no. 114/11 of 3/9/2008. The organization was formed as a response aimed at seeing men become part of the solution and efforts in ending men's violent behaviors. With this concept, the organization worked to change masculinity norms of men and boys to become positive and supportive partners in promoting gender equality in Rwanda.

Since its founding, RWAMREC has transitioned from a small local organization to a nationally active non-governmental organization with programs in 19 districts spread over 4 provinces of Rwanda.

Rationale for the Revision of RWAMREC POLICIES

Since its inception RWAMREC developed different administrative and financial policies including but not limited to: RWAMREC constitution, internal rules and regulation, Administrative procedure manual, Financial and accounting procedure Manuel, procurement policy, Human resources and development policy, policy on salary administration and administrative costs managements, assets management policy, anti-corruption policy, Child protection policy etc...

However the findings from RWAMREC institutional assessment, external financial audit reports and due diligence reports revealed some gaps in its internal policies that need to be revised based on the current status of the organization as well as findings from mentioned reports. The reports also revealed some relevant missing policies including staff health and safety policy and Gender policy. It is within this context that RWAMREC wishes to recruit a consultant to develop new policies and review existing policies

Adjectives of the Assignment

The primary objective of this consultancy is to develop staff health and safety policy and a clear Gender and equity policy and conduct an analysis of all existing policies and come up with existing gaps to be addressed for establishment of policies by which Rwanda Men's Resource Centre (RWAMREC) manages its human and material resources to ensure an efficient and effective way in handling and utilizing resources at her disposal.

The specific objectives of the consultancy include:

  • Assess existing policies and come up with existing gaps .
  • Ensure generation of high quality information in existing policies to enable policies review for RWAMREC human and financial resources effectively.
  • Produce revised policies addressing identified gaps
  • Develop staff health and safety policy and Gender and equity policies.


The development of staff health and safety policy and clear Gender and equity policies and the review of existing ones will be led by an external consultant; working in close collaboration with RWAMREC and other relevant stakeholders identified by RWAMREC.

The role of the consultant is to conduct the review of existing policies and produce new policies which address identified gaps from audit and institutional assessment reports as well as finds from the desk review.


For the given purpose, the consultant shall carry out the following tasks:

  • Conduct a desk review of existing RWAMREC policies and identify relevant gaps for effective financial and human resources management and missing relevant policies;Develop staff health and safety policy and clear Gender and equity policies;
  • Produce revised comprehensive and quality draft policies for inputs and comments and incorporate them
  • Present the draft policies for internal validation
  • Incorporate the inputs and comments from internal validation
  • Produce a comprehensive and quality policies


The consultant will be expected to submit the following:

An inception report with detailed methodology and work calendar

  • Draft report indicating identified gaps in each policy and suggested amendments for approval
  • Draft new and reviewed reports for internal validation
  • Final report with inputs from internal validation.



  • At least a post graduate degree in Law and human resources, fields
  • 5 years of experience in developing related policies for national and international organizations
  • In-depth knowledge and understanding of Procurement, finance and Human Resources Management
  • Cultural awareness and sensitivity to gender issues
  • Extensive work experience and proven record in policies and procedures development
  • Demonstrated experience of having undertaken similar assignments
  • Good analytical, research, communication and writing skills Excellent command of oral and written English and Kinyarwanda Ready to meet deadline
  • Available to commence work immediately

The assignment shall be completed in a period of 2 months, from the date of commencement.
