The Community Based Sociotherapy Program (CBSP) was initiated in December 2013 to improve psychosocial well-being and strengthen interpersonal reconciliation and social cohesion at the grass-roots level in Rwanda.

Terms of Reference: Developing a documentary on Umusingi w’Amahoro Arambye (UAA)

I.    Introduction

Umusingi w’Amahoro Arambye (UAA) is a 6-month pilot project developed by Community Based Sociotherapy Rwanda (CBS), Prison Fellowship Rwanda (PFR) and E.A.R. Byumba Diocese (EAR-D/B). With the funds of Ikiraro Cy’Iterambere, the project aims at facilitating evidence-based grassroots advocacy and strengthening citizen’s participation to contribute to the recognition and prevention of intergenerational transmission of trauma and violence at family and community level. The project builds on the outcomes of the community-based sociotherapy groups that were formed in the past three years in the Community Based Sociotherapy Program (CBSP).

II.    Purpose of Consultancy

The purpose of this assignment is to document the activities of Umusingi w’Amahoro Arambye (UAA) project. Therefore, CBS is seeking a documentary maker to direct and produce a high-quality, 15-20 minutes, documentary showcasing the grassroots advocacy process and the effects at community and national level. The documentary is intended at an external audience and should therefore serve as a summary of UAA activities at all levels.

The documentary should include footage of individual interviews with both grassroots advocacy group members and concerned authorities and meetings held at community level as well as national level.

III.    Specific Tasks for Documentary Maker

  • Provide a 15-20 minutes Digital Video Disk (DVD) of the final, approved documentary with adequate background music in finest and high quality video formats including HD, AVI and MP4In addition to the documentary, capture at least 50 high quality A6 pictures UAA activities during the field visit.
  • Establish a work plan and schedule to conduct interviews with key stakeholders and film clips and images of key meetings/interviews with CBS key staff. Accompany CBS staff on visits to sites where the project is being currently implemented if the is relevance in what is being done such as meetings or any other activities related to the project and film any other relevant clips and images based on the approved synopsis.
  • Liaise with CBS on production schedules, filming, filming formats and location access.
  • In collaboration with CBS and partner organizations, ensure permission from persons or groups for filming.
  • Ensure delivery of all the end products according to the set deadlines.
  • Submit a comprehensive shortlist of the footage filmed including time code translations.
  • Draft a brief synopsis and script, setting out the situation of communities and the advocacy process.
  • After completing the draft, get it approved by relevant CBS project staff.
  • Work with the highest professional ethical standards
  • Conduct interviews in Kinyarwanda and provide subtitles in English.
  • Ability to travel to various locations in Rulindo, Muhanga district and Kigali where the interviewees and groups should be located.
  • Payment Schedule
  • 30% upon submission and approval of work plan and story board
  • 30 %upon submission and approval of the second draft
  • 40% upon submission and approval of the final product

IV.    Expected Deliverables

It is expected that the consultant will produce:

  • A work plan based on inputs from CBS.
  • Draft documentary 1: Unedited rough version upon which CBS will provide initial inputs.
  • Draft documentary 2: Second edited version of film upon which CBS will provide final inputs.
  • Submission of final master high quality video in HD, AVI and MP4 formats (15-20 minutes).
  • Raw footages captured in project areas.
  • Provide at-least 50 pictures of UAA activities with name of subject in the picture, brief description of activity, location, and the date picture is captured.

V.    Duration and Location of the Assignment

CBS will sign a contract based on the activity schedule of the film project in January and February 2018. During the contract period, based on the activities in the field and in Head offices, CBS will inform the documentary maker of when to join the UAA team for visits to field areas in order to film the proposed activities. The deadline to submit the final copy will be 28th February 2018.

The documentary maker will be required to visit project areas in different parts of Muhanga and Rulindo Districts.

VI.    CBS Responsibility

  • Establish and facilitate contact with field staff involved and any external contacts needed.
  • Coordinate with project staff for the field visits, set appointments, identify content, including thematic cases for documentation.
  • Review and approve the work plan, including schedule for filming, timeframe and approach to be used.
  • Provide reference material.
  • Provide feedback when and where necessary.
  • Meet the relevant costs related to this production, as agreed in the contract upon approved offer.
  • Review and approve the drafts and final production as stipulated in the deliverables section of contract.
  • Assign a staff member to assist the documentary producer.

VII.      Required Experience

  • Have extensive experience (three years or more) in producing documentary films and short time format films. Proof of experience will be submitted with application to bid.
  • Extensive experience in producing development-related documentaries for national or international organizations with the aim of reaching both local and international audiences.
  • Experience in working with NGOs.
  • Local knowledge of the cited districts.
  • Excellent technical capacities (state-of-the-art filming equipment, preferably High Definition) to ensure smooth and high quality production.
  • Able to produce high quality broadcast video on tight deadlines on a variety of different issues and subject matter.

VIII.      Intellectual property

All information pertaining to this project (documentary, audio, digital, project documents, etc.) will be belonging to CBS and shall remain the property of CBS who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used without written permission of CBS in line with the national and international Copyright Laws applicable.

IX.   Application Procedure

Applicants are required to submit the following:

  • A Technical Proposal: Letter of Interest, stating why you consider your firm suitable for the assignment.
  • Brief methodology on the approach and implementation of the assignment.
  • Personal CVs of technical personnel proposed for this project if any, highlighting qualifications and experience in similar projects.
  • Related projects in the last 3 years (Name of project/clients, Project size/amount, Project Duration or contract duration (start to end).
  • Work references - contact details (e-mail addresses) of referees (firms for whom you have produced similar assignments).
  • Copy of 2 previous documentaries developed.
  • Financial proposal indicating consultancy fee (tax inclusive) and a breakdown of expenses (unit price together with other expenses) related to the assignment including transport fees.
