SCAB (Strengthening CSO in Agriculture policy and participatory Budgeting) is a 3 year project funded by the European Union and implemented by ActionAid Rwanda and two other partners CLADHO and CCOAIB. ActionAid Rwanda is implementing this project to Strengthen CSO capacity in Promoting Sustainable Agriculture Policies and citizen participatory Budgeting in Rwanda.

The main purpose of this project is for CSOs, CBOs and Women farmer’s networks in 8 districts, to be supported and have the capacity to engage in agriculture policy shaping and public accountability to ensure sustainable food security in Rwanda. The 3 year project is implemented in 8 districts including Musanze, Gakenke, Karongi, Nyanza, Nyaruguru, Gisagara, Kamonyi and Muhanga.

This project aims at achieving three result areas namely:

Result 1 - CSOs’, CBOs’ and existing networks understand agriculture policies, their roles in formulation, and monitoring implementation of these policies and their organizational and budget related  technical capacities  supporting  a  long  term  engagement  with  public  authorities  are strengthened.

Result 2 - CSOs’ and other stakeholders organizing public dialogues on agriculture policies through their networking and coalition building structures to advocate for policy change and Result 3: 10 CSOs and 5 media houses have the capacity to collect and analyse agriculture budget information, and knowledge and skills to disseminate it to the public at a local, national and regional levels with a purpose of advocating for change.

In Regard to Result 3, SCAB Project and the European Union believe that CSOs and media play a great role in educating and informing the public and can as well play a big role in advocacy to have policy makers make changes where need be. This Project would therefore like to publish a supplement in one of the media houses for sharing and dissemination of the project work.

Why the Supplement for the Project

The main reason for the pull out is to document the SCAB milestones achieved so far as well as sharing lessons learnt, challenges encountered while implementing the project. The pull-out will aim at gathering success stories from beneficiaries in selected areas. After a two day trip for content gathering, selected media company will publish these success stories/stories of change as a result of the project interventions for a period of 2 years and show case the achievements in the supplement.

Expected tasks & deliverables

  • Conduct a media trip in 8 districts, one sector each where SCAB operates for content gathering about SCAB’s work through stories of change as a result of the project.
  • Share with ActionAid/SCAB Project the stories for approval before publication.
  • Publish with full colour and provide an online link to the supplement, to ActionAid/SCAB ProjectManagement
  • Publish in their newspaper at least 8 case studies on4 pages
  • Provide 50 Newspapers/Magazines where the supplement has been published

Time Frame

The assignment is expected to start on 7th March, 2018.

The media trip to gather content for the supplement will last 4 days, and the whole exercise will last for 5 days from the day of signing the contract. 

Expected skills & Qualities

Successful candidates should have the experience in writing supplements and pull outs for NGOs. The ideal candidate should be a News Paper publication or Magazine with a wide audience in and out of Rwanda and online presence.

 Line of coordination:

The consultant, in undertaking the exercise, will work closely with the communication coordinator report to the SCAB EU project manager with close collaboration with AAR Program Quality Coordinator and with the overall supervision of AAR Head of programmes and policy.

  • Financial proposal

Applications must be submitted to ActionAid Rwanda Head office in Kigali not later than 28th   February 2018. All applications should be enclosed in an envelope marked: Consultancy for publishing a supplement for SCAB – EU Project.

Selected consultant(s) will be expected to sign the contract and abide to ActionAid values and key policies (including Anti-Sexual Harassment Policy, Child Protection Policy, etc.).
