Goal of the  STARS Program

The “Strengthening African Smallholders (STARS)” is a 5-year program running from 2016 to 2020, aiming to increase food security and income of smallholder farmers in Rwanda, Ethiopia, Senegal and Burkina Faso by facilitating access to financial markets and agricultural services. Key to the program is that it strives for market-based systemic change by developing and piloting business models in value chains and value chain finance that can be replicated by independent market actors.  ICCO Cooperation implements the program in collaboration with ICCO Terrafina and in partnership with The MasterCard Foundation.

Our model is based on three core activities: (1) To develop and implement innovative, sector specific agriculture financial products with MFIs for smallholder farmers; (2) To strengthen value chains and link smallholder farmers into these chains as well as linking them to financial and extension services (3) To broaden the evidence base in rural agricultural finance, value chain development and share lessons learned.

Specification of the job

  • Coordinate the implementation of the STARS program in country
  • Develop and coordinate the Value Chain Development Activities
  • Linking the Value Chain Development (VCD) Activities to financial services.
  • Planning, implementing and monitoring the VCD activities using a Market for the Poor (M4P) approach.
  • Identifying, rating and strengthening producer organizations.
  • Representing the STARS program in country and is as such the main contact for all internal and external stakeholders
  • Refine VCD strategies within the specific VC context and promote development of non-financial services in these value chains based on a M4P approach

The VCD Advisor reports to the Program lead.  He/she works in a multidisciplinary team and in direct cooperation with the Monitoring Evaluation and Learning (MEL) Advisor, Communications and Fundraising Officer, Finance and Administrative Officers (FAO) and Administrative Assistant

Job summary/Overall goal of the position

Is responsible for the technical support of producer organizations to enhance value chain financing and promote development of non-financial services for these value chains.

 

Duties  and responsibilities

  • Program strategy:
    • Assess and map the value chains in country, and develop interventions in a M4P way (non-financial service market; embedded services development etc.)
    • Mainstream gender sensitivity in VC specific approaches
    • Contribute to the development of selection criteria within the consortia for the producer organizations;
    • Determine the capacity building trajectory and exit strategy per producer organization;
    • Determine how progress per producer organization will be measured towards VCD;
  • Program management:
    • Responsible for the implementation of the Value Chain Development (VCD) program
    • Mentor key value chain actors andpartner organizations with special focus on business plan development, innovative project proposal development, agri-business promotion;
    • Data collection, management ( organizational scans, partner profiles etc.) and analysis;
    • onducting capacity development training for partner organizations and key VC actors in areas needed to promote agribusiness development;
    • Monitoring the performance progress of Producers Organisations (PO’s) and other VC actors in testing and upscaling M4P mechanisms
    • Monitors the sub consortium of value chains to ensure that all consortia members execute their activities as planned
  • Linking and learning:
    • Organize learning, exchange and knowledge-sharing within the two selected VCs;
    • Contribute and participate in joint planning, implementation, monitoring and learning of the regional STARS programme
    • Development and dissemination of case studies and other relevant learning documentation, in order to contribute to the scaling upof methods and approaches that have proven to be effective

  • Designing selected producers organisations development capacities plan and exit strategy by using Scope Insight Assessment reports by end of 2017
  • Country VCD yearly plan including a gender value chain strategy with an action plan that target at least 50%
  • Success stories and cases studies are developed for learning trajectory by the end of the Program.

Person Specifications

Qualifications and experience

  • 5 years of experience working in supporting POs in value chain development
  • Strong knowledge of agribusiness, market information systems, market linkages and value chain development analysis and financing
  • Proven experience with the Market for the Poor approach.
  • Proven experience with business development and development of strategic partnerships
  • Strong experience in agribusiness setting with social entrepreneurship approach;
  • Good working knowledge of value chain financing
  • Computer skills and knowledge of MS Office (Word, Excel, and PowerPoint);
  • Good interpersonal & communication skills, including intercultural communication
  • Good networking and facilitation skills
  • Analytical and problem solving skills
  • Fluent in English, Knowledge of Kinyarwanda, working knowledge of French is an asset.

40hours per week

Travel time

30% time traveling to the Program countries
