VSLA Field Officer Consultant, ETP- GIZ


In 2015 Ethical Tea Partnership, six tea companies and GIZ (within the scope of the devloPPP.de program) entered into a strategic alliance in order support the lives and livelihoods of tea smallholder farmers as well as workers employed on tea estates in Rwanda. GIZ is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. Its primary objectives are poverty reduction and promotion of sustainable development. Ethical Tea Partnership is UK based not for profit Organization that works to improve the sustainability of tea production, the lives of workers and the environment in which tea is produced.

Currently, the alliance works with three cooperatives that serve between 2000-4500 farmers and part of the secured funds is to implement Village Savings and Loan Associations (VSLAs) within its current Farmer Field Schools implemented within Rwandan tea growing areas.

Main task of the Consultant

The Strategic Alliance Project seeks a qualified candidate for a one-year consultancy who will be responsible for ensuring high quality, results-oriented program implementation and timely achievement of project milestones and objectives. The consultant will be responsible for implementing and monitoring VSL work within groups of tea farmers participating in Farmer Field School. He/she will be based in COOTP Cooperative, Rubavu District, with monthly visits to COOTHEGIM Cooperative in Karongi District and KOBACYAMU Cooperative in Nyamagabe District.

  • The consultant will upscale VSLA groups in COOTP cooperative and support them towards VSL cycle graduation.
  • At the same time, he will oversee activities and provide practical guidance to VSLA groups in COOTHEGIM Cooperative for one month and for KOBACYAMU Cooperative for the following month and so on.
  • Ensure quality, timely implementation of VSL programming, including technical quality and compliance with donor programmatic and financial requirements
  • Lead trainings and build FFS Facilitators capacity in VSL methodology
  • Develop and maintain strong relationships with partner cooperatives to achieve program goal

Specific Tasks of the Consultant

  • VSL Technical Knowledge:

Capacity-building of VSLA committees on VSL methodology

  • Train VSL committees to facilitate savings and lending sessions
  • Facilitate savings and lending sessions
  • Provide training to VSLA committees on SAVIX MIS forms
  • Provide training on financial literacy skills

Monitoring and evaluation:

  • Monitor and mentor VSLA committees during saving sessions
  • Ensure that record keeping is properly and regularly done
  • Organize and conduct monthly meeting with the VSLA to evaluate project activities progress and plan for the following month
  • Compile monthly activity progress report and report on time
  • Draft quarterly VSLA performance report

b) Program Management and Administration

  • Ensure strong collaboration with program stakeholders through regular communication and meetings, field visits and joint action planning.
  • Ensure compliance with all ETP/GIZ administrative and operational procedures and policies.
  • Contribute to the increase in the number of VSLA members and increase on the amount of saving deposits

Direct Supervisory Responsibilities:

ETP Rwanda Project Coordinator

Required Experiences, Competencies and Skills:

  • Minimum Diploma (A1) degree in Economics, Rural Development, Agriculture Economics, Finance or other related fields
  • At least 2 years of experience in managing VSLA/access to finance projects
  • Knowledge of savings group methodology.
  • Proven skills in designing and facilitating training sessions.
  • Business/ entrepreneurship skills
  • Proven ability to think critically to solve problems that arise during program implementation.
  • Monitoring and evaluation skills
  • Flexibility to work both in a team and independently.
  • Strong written and oral presentation skills both in English and Kinyarwanda languages required.
  • Proficiency in Microsoft Office, including Word, Excel required.


The consultancy will be carried out from February 1 to December 31 2018
