TITLE:    Conducting Accreditation Survey at twenty-eight (28) Designated Hospitals

The Single Project Implementation Unit of the Rwanda Biomedical Center (SPIU/RBC) intends to recruit and engage a non-profit organization to conduct the 2019 hospital independent accreditation survey to measure their level of standards compliance in twenty-eight (28) designated health facilities among Rwanda’s public sector referral, provincial and district hospitals, using MOH approved hospital accreditation standards and hospital performance assessment toolkit, and meeting assessment quality requirements.

Over the period of performance, the selected non-profit organization is to carry out and complete the following tasks:

  1. Inception meeting to review terms of the contract with RBC/SPIU Ubuzima Burambye program to submit for validation a detailed surveys implementation plan that includes details such as (but not limited to) list and organization of activities, calendar, list of selected surveyor team leaders and composition of surveyors teams.
  2. Implement a hospital accreditation survey to measure the level of standards compliance at each of the twenty-eight (28) designated hospitals as per approved detailed plan and using MOH approved hospital accreditation standards and hospital performance assessment toolkit, and meeting assessment quality requirements. For each of the survey to conduct, the following sequence of activities is to be carried out:

a.    Pre-Survey preparation, coordination and communication
b.    Conduct survey at health facility 
.    Introductory meeting with hospital leadership team
ii.    Assessment activities (documents and records review, facility tour and inspection, interviews)
iii.    Data and information recording
iv.    Exit meeting (out-brief) with the hospital leadership team and key stakeholders
c.    Analysis of findings and scoring of standards compliance performance assessed
d.    Produce the hospital Survey Summary Report  presenting the findings, recommendation and score for each of the standard included in the hospital accreditation system
 

3.    Quality assurance of the survey process and its outcomes

a.    Supervise surveyors and surveyor’s teamwork
b.    Verify reported data and information for quality assurance and consistency among surveyors and across surveys.
c.    Verify and validate individual hospitals survey reports.
d.    Verify and validate the overall summary accreditation surveys report

4.    Reporting

a.    Submit twenty-eight (28) hospital summary accreditation reports; obtain RBC/SPIU Ubuzima Burambye program technical sign-off for each and all of the individual hospitals survey reports. To receive technical sign-off, a hospital accreditation report must meet quality requirements, including having inter-reliability rate of or above 95%.
b.    Submit one (1) overall summary accreditation survey report for the twenty-eight (28) designated hospitals; obtain RBC/SPIU Ubuzima Burambye program technical sign-off for the overall summary accreditation surveys report.

5.    Present survey results to the MOH General Directorate for Clinical and Public Health Services, Enabel Ubuzima Burambye program, MSH/RHSS and other members of the Quality and Standards Technical Working Group for validation.

The list of twenty-eight (28) hospitals designated by the Ministry of Health (MOH) will be provided by RBC/SPIU Ubuzima Burambye program to Bidder finalist(s) at the Best and Final Offer (BAFO) stage.

Surveys are conducted using the performance assessment tool presented in the MOH’s Rwanda Hospital Accreditation Standards Performance Assessment toolkit

Individual hospital survey reports are developed using the MOH approved template
