Terms of Reference: Terms of Reference to conduct a Mid-Term Review for the AmplifyChange Funded Project

ActionAid Rwanda is seeking a consultant to conduct the mid-term review of the AmplifyChange funded Project: Strengthening the Effectiveness of Women Rights’ Advocacy to Advance Sexual and Reproductive Health and Rights and to fight Gender-based Violence. These Terms of Reference set out the scope and details of the work to be undertaken.   

1.    Background 

ActionAid Rwanda (AAR) is a country programme of ActionAid International (AAI) – an anti-poverty organization supporting poor people and communities to come out of poverty. ActionAid is a non-partisan, non-religious development organization that has been working in Rwanda as a full country programme since 1997 to eradicate poverty, with a focus on tackling the root causes of poverty rather than just meeting people’s immediate needs.

ActionAid Rwanda is an integral part of Rwandan civil society and is engaged in poverty eradication programmes through a rights-based approach, it has key strategic priorities evolving around the following themes: Women’s Rights, Education, and Food Rights and Livelihood. The organization is primarily concerned with the promotion and defence of economic, social, cultural, civil and political human rights through activities and programmes that promote the interests of the poor and the voiceless at all levels.

ActionAid Rwanda is implementing the project ‘Strengthening the Effectiveness of Women Rights’ Advocacy to Advance Sexual and Reproductive Health and Rights and to fight Gender-based Violence’ from July 2018 to June 2020, in 7 sectors of three districts - Gisagara (Gishubi, Muganza and Kibilizi), Musanze (Muko and Shingiro) and Karongi (Gitesi and Murundi). The project has two major components: (1) strengthening the capacity of women’s organizations to enhance their knowledge, skills and confidence to address SRHR and SGBV and (2) supporting a networked movement and campaign on SRHR and SGBV.

 2.    Overall purpose of the midterm review

The overall objective of the mid-term review is to assess the extent to which the project is progressing towards its stated outcomes and to provide actionable recommendations for the remaining period of implementation. The review is meant to capture learning to date, particularly around the project learning questions (see below) and evaluate how effective the existing strategies are, providing recommendations for improvements. It also seeks to examine if the change anticipated at the outset of the project is within reach and which factors are proving critical in making change happen (or in hindering change).

The review process will answer the following questions:

  1. How effective have women rights actions been to date in reducing levels of VAWG in Karongi, Muanze and Gisagara districts? (direct comparison to the Baseline)
  2. How effective are the strategies for mobilizing and empowering different women rights organizations, SRHR non-traditional allies and SRHR vulnerable groups (including survivors of gender-based violence, female sex workers and LGBTQ people) as changemakers?
  3. If, and to what extent, increased engagement with duty-bearers has started to create sufficient impetus for duty-bearers and service providers to respond positively to women, girls and vulnerable groups’ demands in relation to promoting SRHR and addressing GBV, and what the enablers/barriers are in achieving this?
  4. If, and to what extent, does support for district-based and national SRHR networks provide a shared, cohesive agenda amongst diverse organizations for longer-term, sustainable change in policy and practice?
  5. How have the partnerships in the project helped or hindered the achievements of project objectives?
  6. How has the support to the management structure supported or hindered project implementation and decision-making?

The mid-term review and survey are also required to produce data on the following indicators:

  • AmplifyChange grantee needing capacity building support developed, implemented and achieved organizational capacity-building plans
  • More inclusive networks, with partnerships established with non-traditional SRHR allies (including religious leaders, faith movements, youth groups, social justice/budget tracking/research/ media organizations that don’t traditionally work in SRHR)
  • New evidence on SRHR generated, or existing evidence synthesized, or major gaps in SRHR knowledge/ attitudes/ behaviour synthesized, which is used for evidence-based advocacy and policy engagement
  • New joint advocacy campaigns planned and implemented with other CSOs
  • Increased CSO participation in policy and budgetary processes (e.g. Joint Annual Reviews, development of health sector network plans, national delegations on the country's SRHR commitments, etc.)

3.    Project details 

The project takes a multi-pronged approach to enhancing the effectiveness of women rights’ advocacy to promote SRHR and address GBV. Key areas of activity are:

  • Equipping women rights organizations with such technical skills as in the areas of SRHR, GBV, HRBA, and advocacy for them to provide related quality services to communities;
  • Supporting women rights organizations’ advocacy actions with duty bearers on the provision of services aimed at promoting SRHR, including training in the use of community scorecards and other social audit tools for collecting analyzing evidence;
  • Networking and solidarity with women’s rights organizations to build strong and inclusive SRHR networks for sustainable changes in the lives of vulnerable groups, especially women and girls;
  • Empowering SRHR networks in the districts of implementation through media outreach and community mobilization campaigns to challenge social perceptions about women and VAWG, promoting attitudes and behavior aimed at preventing VAWG, and promoting attitudes and practices aimed at promoting SRHR.

The project’s theory of change asserts that if women’s organizations capacity is built to conduct effective advocacy on SRHR and GBV policies and services, and a strong network of women’s organizations is built to engage on SRHR and GBV through campaigning and policy dialogue, policy and practices towards the reduction of SGBV and fulfilment of SRHR would be influenced for the reduction of SGBV and the fulfilment of SRHR in Rwanda.

Project communities

 The project is being implemented in the districts of Gisagara, Karongi, and Musanze and focuses on female community members between 20 - 60 years, especially those living in poverty. Targets of the project include:

450 Survivors of Violence

229 Sex workers (aged between group 15 - 60 years)

58 Lesbian/Gay/Bisexual/Transgender

5,000 indirect beneficiaries from communities

4.    Methodologies 

The consultant (or consultancy company) will be responsible for producing a comprehensive mixed-methods methodology as well as a detailed work plan for delivering the Mid-Term Review. It is expected that the review will entail both a desk review of existing materials and data, and fieldwork in the project areas. An initial brief but clear methodology will be submitted in the technical offer and will be part of the assessment for selecting the best offeror. Given the extremely sensitive nature of the SRHR topic, AAR places a premium on research ethics in designing and conducting, the mid-term review. All data, qualitative and quantitative, collected through the research must be disaggregated by sex and age as a minimum. 

ActionAid expects all evaluations to be carried out in line with our Evaluation Standards. These Standards will be shared on request, but in practical terms require the evaluation and evaluator to consider:

  • Community voice and representation: it is essential that the evaluation reflects the voices of women and men involved in the project. People should be consulted as part of the evaluation, and their voices included in the evaluation report as direct quotes and case studies. In line with ActionAid’s mandate, the evaluation should prioritize people living in poverty and exclusion, especially women.
  • Transparency and ethical standards: the evaluators should explain clearly to communities engaged in the evaluation what the purpose of the exercise is, and how their information will be used. ActionAid’s ethical standards for research and data collection should be followed, including a risk assessment covering security risks to communities. As a minimum, the evaluation should ‘do no harm’.
  • Women’s rights: Women’s rights must be respected in all evaluations. All evaluations should seek to explore how women have been affected by an intervention and the effect on gender relations. It is essential that women’s voices are heard clearly in the evaluation. The timing and location of evaluation activities and the composition of the evaluation team should be designed to maximize women’s ability to participate in the evaluation.
  • Transparency about methodology: The evaluation should include a detailed and transparent discussion of the methodology used and key decisions taken in designing and implementing the evaluation. This should include information about the sampling (approach to sampling, numbers of people/communities covered, how representative), what tools were used and why methodological limitations and gaps.
  • Disaggregated data: data must be disaggregated in as much detail as possible. As a minimum, this means disaggregation by age and sex. Where possible data should also be disaggregated by other relevant factors such as disability.

 5.    Roles and Responsibilities

The selected consultant will be contracted by and report to ActionAid Rwanda. Support provided by ActionAid Rwanda and the project partner will involve: introductory briefings with the consultant(s); provision of contact details and introductions to key stakeholders; provision of the completed Baseline Survey for reference. ActionAid Rwanda will be responsible for providing technical advice on research approaches and ensuring deliverables meet agreed quality standards and grant requirements.

 6.    Outputs of the Consultancy

Specific outputs of the consultancy will be:

  1. Inception report and work plan
  2. Data collection methodology, including sampling strategy and data collection tools
  3. Training on tools and methodology for enumerators
  4. All quantitative and qualitative data collected
  5. Data analysis of quantitative and qualitative data
  6. Draft(s) mid-term report
  7. Final mid-term report
  8. Oral presentation/meeting to AA, partner staff and other CSO stakeholders
  9. Summary slides/presentation material of the report
  10. All raw data files including quantitative output and syntax files, qualitative transcripts etc.

All reports must be produced by the successful candidate in English. The format of reports will be mutually agreed at inception phase. 

7.    Timeline and Budget

The MTR exercise is to be carried out over 35 days between May and June 2019; with a finalized report to be delivered by the end of June 2019. We would expect the consultant to start in May (however, exact timeframes and the final work plan are to be agreed with the successful candidate).

AAR seeks budget submissions which are cost effective and demonstrate value for money.

8.    Skills and qualifications 

The successful MTR consultant will have a solid track record on the criteria below, with examples of evidence for each. 

Technical criteria – SRHR, VAWG, GBV and Women’s Rights

  1. Demonstrable expertise on women’s rights and gender equality, with specific thematic expertise on VAWG and SRHR
  2. Familiarity working with organizations focusing on gender-based violence and sexual and reproductive health and rights is a must
  3. Proven skills and demonstrated expertise in undertaking participatory evaluations, reviews and assessments demonstrating sensitiveness on gender and social inclusion preferably in SRHR and GBV;

Technical criteria – Research design, analysis, and MEAL

  1. Experience in quantitative methods and analysis
  2. Experience in qualitative methods and analysis, participatory research, action research
  3. Experience in project monitoring and evaluation systems, including those using participatory approaches.
  4. Evidence of strong downward accountability mechanisms used with project stakeholders/research participants to actively share results and learning
  5. Evidence of use of ethical considerations and methodological measures for conducting research with girls, women, boys, men on sensitive topics

General criteria, person specification, and track record

  1. Excellent spoken and written command of English and Kinyarwanda
  2. An advanced degree or equivalent experience in project management, or related social sciences and/or gender
  3. Evidence of client responsiveness, creativity, and flexibility of approaches towards clients’ needs and/or challenges in research implementation.
  4. Evidence of producing clear, concise reports in English and high quality, published research and active dissemination of research findings

9.    Scoring Criteria

Consultants will be evaluated based on a cumulative analysis against a combination of technical and financial criteria. Consultants not meeting any of the minimum technical qualification requirements will be automatically excluded from the list of candidates. The maximum obtainable score is 100, out of which the total score for the technical criteria is 70 points (70%) and for the financial criteria is 30 points (30%). Within the technical criteria scoring, offers will be evaluated based on the quality of the proposed methodology and understanding of the TOR (30%), the above technical criteria related to ‘SRHR, VAWG, GBV and Women’s Rights’ (25%), the above technical criteria related to ‘Research design, analysis and MEAL’ (25%), and the above ‘General criteria, person specification and track record’ (20%). Only offerors who pass 70% of the maximum obtainable score in the technical evaluation will have their financial proposals reviewed. Financial proposals should provide a breakdown of all costs.

10.    Application process 

We invite interested researchers or companies to submit the following application documents, applications which are incomplete will not be considered:

  1. Expression of interest addressing track record and selection criteria
  2. Technical proposal for the evaluation study including proposed activities schedule/work plan with time frame, methodologies including tools and participatory and gender-sensitive approaches that will be used and why, in line with the above-mentioned project priorities and evaluation standards, and other requirements as outlined in section 8 of these ToRs.
  3. CV(s) of the applicant(s)
  4. Budget (separating core consultancy costs and daily rates of team members and in-country data collection costs)
  5. Certificates of good completion of previous similar works
  6. Rwanda Development Board certificate of company registration
  7. A valid tax clearance certificate

Selected consultant(s) will be expected to sign and abide by ActionAid values and key policies (including Anti-Sexual Harassment Policy, Child Protection Policy, Safeguarding and PSEA Policy, etc).
