CALL FOR CONSULTANCY SERVICES FOR FINAL EVALUATION

Established in 1949, SOS Children's Villages International is a dynamic social development organization working globally to meet the needs and protect the interests and rights of children. SOS Children’s Villages International is an umbrella organization that provides support and guidance to SOS member associations in over 134 countries worldwide.  SOS Children’s Village Rwanda is a member association of SOS Children’s Village International that started working in Rwanda since 1979 and it is a child rights focused organization which has been working to meet the needs and protect the interests and rights of children without parental care or those at risk of separation with their families.

From July 2014, SOS children’s Village Rwanda has been awarded by CISU a grant for a project entitled “Promoting Children’s Rights in 4 Districts (Gasabo, Gicumbi, Kayonza and Nyamagabe) and the Nation of Rwanda Project”. The project aims at promoting children’s rights with a special focus on child participation.  The overall objective of this Project is to contribute in strengthening the implementation of National Integrated Child Rights Policy (ICRP) at national, district, sector and community level”.

After four years of the project implementation, SOS Children’s Villages Rwanda is looking for consultancy services to conduct final evaluation for “Promoting Children’s Rights in 4 Districts and the Nation of Rwanda Project”. The consultancy services will assess the relevance, efficiency, effectiveness and the project impact/outcomes.  The evaluation will also gauge the level of target group and stakeholder’s participation and the ownership of the implementation by the participants. It shall identify the intended and unintended outcomes, best practices, lessons learned as well as challenges arising from programme implementation.  In addition, the evaluation will, come up with conclusions, recommendations and the way forward.

SOS Children’s Villages Rwanda invites qualified and eligible consultancy firms specialized in that field to express their interests by applying for the consultancy. Detailed Termes of References (TORs) can be obtained at SOS Children’s Villages Rwanda, National Office reception located at Kacyiru; KG 548 St Kamatamu cell. 

Well written proposals in English, properly bound (technical and financial proposals) in sealed envelopes must reach SOS Children’s Villages Rwanda, National Office at the latest 16th August, 2018 at 5:00 PM, local time. Late submissions won’t be accepted. Only short-listed consultancy firms will be contacted.
