Kinazi Cassava Plant Limited (KCP) was conceived by the Government of Rwanda as a viable mechanism to add value to the growing cassava production in Rwanda. This investment is viewed as a significant addition to the growing Rwandan agro-processing sector. KCP was constructed by Government of Rwanda through Rwanda Development Bank (BRD) financing in 2011 and commissioned in April at Kinazi Sector, Ruhango District.

Initially, the Government of Rwanda supported the establishment of KCP based on three motivations:
• Creating a market for large and growing cassava production ;
• Establishing a company worthy of attracting investments into the agri-business sector (cassava is one of the priority value chains) ;
• Promoting agro-processing as a means to value addition, food safety, and food security.

  1. The objective of the Assignment 

The general objective of this assignment is to find out where KCP was able to run a profitable business and realize the full development potential as proposed in the last five-year business plan. The assignment/s is/are supposed to look into challenges, and opportunities and interventions made by the stakeholders, partners, general risks, limitations and other considerations which will make KCP into success in the business

2. Deliverables and time frame.

The consultant engagement shall be 30 days’ period from the time of signing a contract with KCP.

3. The consultant’s main tasks will be:

  • Provide a summary assessment of the organization and its operation,
  • Provide a strategy to lead the organization to profitability
  • Provide implementation level detail in the form of a business plan and to be utilized by business stakeholder,
  • To read and assess the whole business plan document
  • Analyze the document taking into consideration each and every proposed parameter that would bring a business plan to success
  • Find out what was achieved and what was not achieved based on the current situation of the company versus business plan its self
  • Analyze the achievements and put in place the factors led to the success of the company as well as its failures
  • Prepare the new business plan and advise on the way forward for the future sustainable success of a new company’s plant as well as diversification of its products.
  1. Qualifications

Education and Work Experience

Candidates companies should demonstrate their qualifications and proven experience in evaluation and business plan environments. Candidates should provide a portfolio containing examples of their achievements. Companies should have already carried out at least 3 similar assignments over the last 3 years.

Technical Skills and Expertise

  • Solid understanding of the concepts and tools of evaluation.
  • Expert knowledge in business plan
  • Knowledge of in plant operations.

  • Communication – Good spoken and written communication skills, including the ability to liaise with technical staff and present information in a clear and concise style.
  • Teamwork – Good interpersonal skills and ability to establish and maintain effective working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Planning and Organizing – Ability to plan projects and activities, work to tight deadlines, and manage conflicting priorities.
  • User Orientation – Ability to understand users' needs and to customize services and products accordingly, in order to provide user-friendly and ergonomic solutions that meet user requirements.
  • Business plan and evaluation Awareness – Expert knowledge in the field of Business plan design and user experience.
  • Commitment to Continuous Learning – Willingness to keep abreast of new developments in the field of expertise.
  1. Languages of the proposals

Fluency in English is essential.

Working knowledge of French and or German languages is an asset.

Information about legal status (copy of RDB certificate, RRA certificate, etc.)

Financial Proposal that indicates the all-inclusive total contract price, supported by a breakdown of costs. The cost must be in RWF and VAT excluded.
