2.      Introduction

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has been working in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion and Energy.

GIZ is a partner of Hanga Ahazaza initiative funded by the Mastercard Foundation to implement a number of capacity development activities in the TVET aspects of the hospitality & tourism sector. The activities include strengthening workplace learning at H&T companies and introducing elements of dual cooperative training in the H&T sector in alignment with the three pillars of the project: youth skills and capacity development; industry and institutional capacity development, as well as to support the growth and development of industry SMEs. The project started in February 2018 and runs until January 2021.

The GIZ Hanga Ahazaza project is looking for a communications specialist to support the project with its communication and visibility programming. This position can be filled by more than one consultant or subcontractor depending on the required expertise.

3.      Services / Tasks expected from the advisor/consultant

The communication specialist’s, under the supervision of the team leader, the contribution will include:

  1. Advice the team and its team leader on effective and efficient communication and marketing;
  2. the development of a communication strategy tailored to the needs/requirements of the client and GIZ.
  3. The development and implementation of a communication plan for the GIZ Hanga Ahazaza project. This includes but is not limited to: the development of communication and marketing concepts, texts and materials
  4. Support the communication, visibility, and dissemination of project deliverables and results via multiple platforms and for different target audiences; making effective use of relevant communication channels for target audiences, including social media

The following schedule summarizes the deliverables. For each deliverable a brief proposal will be developed, including a number of days, costs, etc. for approval by the Team Leader and Project Manager:

Communication Strategy and plan

  1. An initial assessment of current communications and visibility activities of MasterCard projects in Rwanda and the region to inform the design and refinement of the basic Communications Plan for the project; (est. 5 working days, desk study & interviews);
    1. The assessment needs to include validation of how these activities and/or products were received and appreciated by the key clients of those projects (MasterCard Foundation and Government counterpart)
  2. Design of a Communication Strategy for the project (10 days, incl. 1-day workshop)
    1. Outputs: Project Storyboard and Key Messages
    2. Production planning: use of visual media (print, photographic, video, animation, etc)
  3. A quarterly updated Communications Plan for the project, targeting key stakeholders including the Government of Rwanda and MasterCard Foundation; (est. 10 days for full plan, 1 day per quarte for updates and planning);
    1. this needs to include a specific timeline with key events and deadlines of importance to the key stakeholders, to be targeted through the communications plan, and with clear, measurable (SMART) expected outcomes of those communication activities;

Implementation of the plan

Implementation of the Communications Plan for the project, including the coordination of communication inputs (production) by 3rd party providers;

  1. Integration of communications activities into the project work plan and reports in coordination with the different experts and advisors;
  2. Develop and supervise the production of a package of communication materials for each key activity/event (see paragraph 4 Event and key activity to be covered by the communication consultant).

The package at minima will be:

  • A powerpoint presentation including key message as “What we are doing? What have we achieved? Photos with explanations”
  • Fact sheet (2 pages maximum)
  • Interviews of key contributor or participants to the activity, … (Format to be defined together, Paper, film)
  1. Open and moderate project digital media tools according to the communication plan for each event and each key achievement. GIZ Rules and Master Card foundations rules have to be considered.
  2. Develop Success Story for the annual MasterCard Conference 2019 and 2020?;
  3. Supervise the shooting and production of up to 5 films* according to the communication plan in the key area of intervention (Indicative list):
    1. Partnership and capacity building of the key stakeholders (RP, WDA, RDB, Chamber of Tourism)
    2. Training of trainers
    3. Curricula development
    4. Workplace learning
    5. Hospitality Technical training (Short courses)
  4. Supervise the design, the content development and the production of articles on Hanga Ahazaza/MCF and GIZ internal media (GIZ Internal Newspaper, GIZ Web site, ..) In coordination with the GIZ Communication team in the headquarters.

* Film shooting and editing are not part of the consultant’s tasks. However, the consultant will have to provide the requirements and supervise the selected subcontractor.

The consultant is available to make the changes and or comment requested by the team leader on the deliverables.

The consultant reports regularly to the team leader on the progress of his/her interventions. All documents and materials developed or collected during the mission will be given to the team leader.

The following list of key event and key activities to be covered by the consultant is subject to change depending on the communication strategy and plan and depending on the annual update of the plan.

For each listed event and key activity, the consultant will develop and supervise the production of a package of communication materials for each key activity/event and for cross-cutting communication.

The scope of work and workload and calendar could be subject to change and cancelation and depends on external factors. In case of cancellation, the project team will do his best to reorganize and plan new training and will reallocate the numbers of days accordingly. The Consultant will only invoice the number of days of training effectively conducted based on a timesheet.

The consultant is available to make the changes and or comment requested by the team leader on the deliverables.

The consultant reports regularly to the team leader on the progress of his intervention using timesheets. All documents and materials developed or collected under the contract will be considered exclusive project property.

 Only approved deliverables and timesheet signed by the team leader may be billed. The deliverables must be submitted electronically to the team leader, within the deadlines and the GIZ quality standard.

6.      Calendar

The mission will take place between 01.10.2019 to 31.12.2020 and will terminate after receipt and validation of the deliverables by the team leader.

7.      The spoken language of the intervention

The project language of the mission in English. Excellent command of written and spoken English is a must. All reports and deliverables must be submitted incorrect and appealing English.

8.      Responsibilities

The team leader is responsible for managing the entire contract.

9.      Location of the intervention

The Consultant's intervention takes place in Kigali, Rwanda.

10.  Duration of the intervention

The estimated time required for the realization of the services is 115 working days spread over 15 months.

11.  Application

The application should contain the following:

  • A Technical Proposal with a brief description of why you as a consultant or consulting company would be considered as the most suitable for the assignment, relevant expertise, and a detailed clear methodology, on how will be your approach and complete the assignment.
  • The Technical Proposal should also contain key experts CV(s) indicating education background / professional qualifications, all past experience, as well as the contact details (email and telephone number) of the experts.
  • A portfolio of previous work with similar functionalities or a certificate of completion;
  • Information about legal status (copy of RDB certificate, RRA certificate, etc.)

For the financial Proposal:  indicates the all-inclusive total contract price, supported by a breakdown of all costs. The cost must be in RWF and VAT excluded.
