Voluntary Service Overseas (VSO) is an international development charity with a vision for a "world without poverty" and a mission to "bring people together to fight poverty".


VSO is a global voluntary organization whose mission has been to bring people together to fight poverty through the lasting power of volunteering.

We will be running a tender process with the intention of awarding a contract for the provision of medical insurance services and are seeking expressions of interest from suitably experienced/qualified organizations.

VSO’s requirements:

VSO Rwanda is looking for a medical insurance provider with a presence in East Africa and duly registered in Rwanda. The provider will be required to provide extensive medical coverage for VSO employees and their legal dependents. VSO has two categories of staff to cover and all categories are covered 100%.

  1. Category one: Staff and their dependents; (54 staff and an undetermined number of dependents)
  2. Category two: Volunteers only (182). Please note: volunteer dependents are not included in this contract, however, VSO may request pricing information from bidders for their inclusion during the tender process.

Expressions of interest: all expressions of interest must be received by VSO by 23rd July 2020 and must be submitted electronically (emailed) to the following email addresses and The EOI must include a contact name, company name, company address, phone, and email address.

Tender documents: tender documents will be sent to those who expressed an interest, following the close of the EOI period.

Anticipated contract start date: 30th August 2020.

VSO reserves the right not to award a contract.
