A.    General Context of Eco-Emploi 2016 - 2019

Rwanda has maintained steady growth and macroeconomic stability for the past 15 years, between 2001 and 2015 real GDP growth averaged at about 8% per annum. However, the rate of unemployment and underemployment is high and most of those in employment still work in poorly paid positions, above all in agriculture. Although primary school attendance is comparatively high in Rwanda, the fast majority of youth leave schools hardly equipped for the labour market. A strong middle class that could provide for a solid foundation for the country’s economy does not exist.

The programme Eco-Emploi is part of the priority area “Sustainable Economic Development” of the Rwandan-German Development Cooperation and will be implemented between June 2016 and Mai 2019. Eco-Emploi embodies an integrated approach of technical and vocational education and training, labour market interventions and private sector development. It supports the economic sectors ICT, wood economy, tourism and creative industries [above all audio-visual business]. The economic empowerment of women and people living with disabilities are a cross-cutting effort in all activities of the programme.

Eco-Emploi’s success is mainly defined by the amount of jobs that are created though the programme’s activities.

B.    Context of this assignment

In recent time, the Eco-Emploi programme has been regularly requested to contribute to several events in the form of videos as a mean to transfer knowledge, lessons learnt and overall success stories of the program. Those requests have come in extreme short time frames so that they have become fairly difficult to manage. In order to be prepared for such requests, the programme now enters into a retainer contract with a consultant to manage such ad-hoc demands of high-quality productions.

It is foreseen that within the next 11 months, up to 10 short videos will be requested.

C.    Purpose of the assignment

The main objective of the assignment is to support the Eco-Emploi Team with the development of professional audio-visual material, following the corporate identity rules and regulations of GIZ throughout the next 11 months.

Upon individual request, the consultant will receive specifications for each new video tasks and will enter into clarification with the responsible Eco-Emploi person on the requirements for that particular task. 

D.    Specific tasks of the consultant and deliverables are:

  • Creative direction
  • Briefing with GIZ Eco-Emploi Management on the content and approach for each video
  • Development of a draft script, integration of feedback into the script for final approval
  • Production Services
  • On sight filming
  • Production of video
  • Post Production Services
  • Editing of the film
  • Editing of the voice overs and music
  • Presentation of the draft cut for feedback
  • Delivering the final products, taking into account GIZ-corporate identity guidelines

E.    Time frames:

The time frame of the retainer contract will be from February 2019 till 15 December 2019.

The time frames per request will be decided as part of the respective specifications.
