 Role: IT Data Expert Consultant for the Smart Africa Trust Alliance Initiative (SATA)

  • Location: Kigali, Rwanda

I. About the Smart Africa

SMART Africa is a bold and innovative commitment from African Heads of State and Government and a wide range of stakeholders including the private sector, international non-government organisations, and academia to accelerate sustainable socio-economic development on the continent, ushering Africa into a knowledge economy through affordable access to Broadband and usage of Information and Communications Technologies.

The Smart Africa agenda is led by visionary Heads of State who believe in ICT’s power for the advancement and betterment of the African continent. This agenda will lead Africa to the 04th industrial revolution, using the transformative power of ICTs through successful implementation and deployment of major ICT infrastructure, applications, services, and creating local relevant content for Africa while developing a vibrant ICT industry and creating jobs.

Smart Africa aims to put ICT at the Center of the National socioeconomic development agenda of member countries, improve access to ICT, especially Broadband, improve accountability, efficiency, and openness through ICT. It promotes the introduction of advanced technologies in telecommunication while putting the Private Sector first, and leveraging ICT to promote sustainable development.

II. About the Smart Africa Trust Alliance (SATA)

The Smart Africa Trust Alliance (SATA) will be a powerful force for systemic change across Africa, harmonizing Smart Africa Members’ digital identity solutions through a rigorous and respected certification process and enabling a series of cross-border services. This will have many positive effects, accelerating digital inclusion and generating a myriad of associated socioeconomic benefits for millions of individuals – as well as public and private sector stakeholders – across the continent.

Directly contributing to social and economic development through its support for both the UN Sustainable Development Goals (SDGs) and the African Continental Free Trade Area (AfCFTA), SATA will empower people, companies, and other actors to engage socially and economically across the borders and jurisdictions of Smart Africa Member States. By reducing barriers to cooperation and supporting the creation of a single digital market in Africa, SATA’s secure digital ecosystem will thus promote four interrelated opportunities for growth. These are:

  • The Movement of People (e.g. assisting labour, families, and marginalised groups to cross borders),
  • The Movement of Data (e.g. enabling data pooling and sharing, cross-border credit scoring),
  • The Movement of Money (e.g. accessing bank accounts, enabling cross-border payments), and
  • The Movement of Goods (e.g. boosting e-commerce, facilitating continental free trade initiatives)

III. Duties and Responsibilities 

The Smart Africa Secretariat would like to recruit an Individual Consultant - IT Data Expert under the Smart Africa Trust Alliance Initiative (SATA), to be hired on a full-time basis to support the implementation of the SATA pilots by providing technical support to the development of the Digital Market Index (DMI) for Africa.

The DMI will support efforts to monitor the impacts of the SATA pilots and develop the vision of the Single Digital Market. The DMI will provide a snapshot of African socio-economic realities and highlight the progress of each participating country’s digital economy and social transformation with respect to their level of integration in a common digital market. The findings will serve as best practice sharing among African countries.

The IT Data Expert will work as Individual Consultant to assist on SATA activities.

Main responsibilities include:

1. Data Management

The IT Data Expert Consultant will support the following activities:

  • Creation of all necessary steps to extract, design, structure, and prepare all data points necessary to articulate and visualise the DMI; and all related tasks required to reach this outcome ;
  • Guide the handover to the data visualisation team by preparing wireframes and a data library, and all related tasks required to reach this outcome.

2. Data Visualization

The IT Data Expert Consultant will support the following activities:

  • Ability to provide visualisation options that can be discussed in a consultation with different stakeholders.
  • The visualisation has to cover options of look-and-feel, customization, private pages, and interactive adjustments. 
  • The customisation has to follow some guiding principles. These guiding principles include (1) the assurance that all indicators are confirmed by all stakeholders, their content is understood, and they can be adjusted to the level required (e.g., breakdown for user groups, breakdown for regions, cities, or other geographic use, etc.), and (2) the look-and-feel that all stakeholders would consider easiest and most familiar to use.
  • Provide multiple solution options to simplify data ingestion across multiple platforms and data sources, like API integration, file imports, and direct database loads.
  • Support all required steps to extract, design, structure, and prepare all data points necessary to articulate and visualise the DMI; and all related tasks required to reach this outcome.

3. IT interface and data processing management

The IT Data Expert Consultant will support the following activities:

  • Maintenance of a large-scale data integration platform, with user interactive interfaces.
  • Design and integration of APIs for different content providers;
  • Technical IT support on various phases of the Smart Africa Digital Academy portal implementation;
  • Support full front and back-end design and development of the Index Dashboard/platform;
  • Understanding and implementing project requirements ;
  • Coordinating with consulting firms and agencies the development of the index dashboard reviewing final layouts and suggesting improvements when necessary;
  • Project support activities, including input into project planning and documentation, assistance with implementation resources, monitoring, and reporting on project progress;

4. Other responsibilities will include: 

  • Facilitate the monthly review of DMI’s implementation activities;
  • Document routine progress, success, and the implementation process;
  • Provide analytical learnings from the implementation to ease scale-up of activities;
  • Providing periodical reports on the progress of project activities and issues arising;
  • Support Project activities including input into project planning and documentation; assistance with implementation resources, monitoring, and reporting on project progress;
  • Engage and communicate with Smart Africa Members and partners of SATA;
  • Any other assignments or projects, which will be assigned from time to time by the leadership of Smart Africa.

IV. Key qualifications 

Education and Experience Requirements:

  • At least a Bachelor’s Degree, Master’s Degree preferred, in Data Science, Software engineering, Information Technology, Computer Science, Computer Engineering. Other Related certificates is a plus
  • A minimum of at least five (5) years of work experience in online platform, data processing and visualization, server deployment, and web developer/web designer;
  • Excellent MS PowerPoint and visual documentation skills such as infographics;
  • Proficiency in MS Office.

Core competencies:

  • Knowledge of design techniques such as Prototyping, Instructional Design, etc.;
  • Experience in deployment and integration of application program interface (APIs).;
  • Proficiency with server-side languages such as Python, Ruby, Java, PHP, or .Net;
  • Familiarity with database technology such as MySQL, Oracle, or MongoDB;
  • Familiarity with JavaScript frameworks such as Angular JS, React, or Amber;
  • Knowledge of websites and website design, HTML, Dreamweaver, Photoshop and CMS platforms, and other website or design programs
  • Understanding of website software (HTML ASP, CSS, PHP, JavaScript) and database design;
  • Control quality and verify that all web pages appear correctly on the majority of web browsers and platforms.

Languages:

  • Excellent Knowledge in French and English will be an added advantage. Fluency in one and good working knowledge of the other language is required.

V. Duration of the assignment

The duration of the assignment is expected to be six months (6) on a full-time basis and may be extended based on continued need of the Consultant’s services and availability of funds.

VI. Reporting requirements 

The IT Data Expert Consultant will report to the Project Manager in Charge of Digital Economy

VII. Location 

The position will be based in Kigali, Rwanda. The Secretariat may discretionarily permit to work from remotely for reasons such as of COVID-19 prevention measures.
