Plan International has been operating in Rwanda since 2007. And over the past ten years, we have had an extensive portfolio that covers a variety of interventions (Right to protection, Right to Youth Economic Security, Right to access quality and inclusive education and Right to Early Childhood Care and Development) in both development and humanitarian contexts. We are actively present in 3 districts of Gatsibo, Nyaruguru and Bugesera, and six refugee camps. In all our interventions, we pursue our deep-seated change to achieve our ambition, which is “Together, we take action so that 100 million girls learn, lead, decide and thrive. We are a strong global civil society actor that resonates with all those who want to advance children’s rights and equality for girls. We are also scaling up our reach to more parts of the country given the growing partnerships and grants portfolio. We are looking for an enthusiastic and motivated person for the below position:

M&E officer- Education and ECD Project

Purpose:

  The M&E officer will provide technical guidance and facilitation in the implementation, supervision, review, and evaluation of the Project Quality by Providing guidance and support in the development of the project PQA/M&E plan and related tools including around capturing data and beneficiary feedback; Reviewing the M&E/QA work plan to ensure the EDUCATION AND ECD PROJECT plan is adhered to and all necessary data is timely collected, and; Ensuring that all the necessary data for the project is collected on time, analyzed, shared and documented.

Dimensions of Role:

  The post holder will report to the Head Programme Quality Assurance with dotted line supervision of the Project Manager.  He/she ensures that all programmes/projects are rights-based (Child Centered Community Development). He/She oversees the planning, monitoring, and evaluation as well as the functionality and performance of SAP in regard to the project. Particularly, the post holder should ensure that QA/M&E data from EDUCATION AND ECD PROJECT is effectively used to reflect on the projects’ quality Assurance performance and to inform project design and improvement where Education and ECD are necessary.

He/She will also be responsible for ensuring that the M&E plan of EDUCATION AND ECD PROJECT is adhered. The position holder will be reporting to the Head Program Quality Assurance with a dotted line to the Project Manager and no staff will be under his/her line management.

S/He will be based at County Office- Kigali, Rwanda.

Key End Results and typical Responsibilities

Annual program planning:    

  • Lead and Coordinate the quarterly review of the project.

Ensure timely monitoring, review/evaluation of the project

  • Ensure the resulting framework of the project is updated as per agreed requirements
  • Coordinate monitoring and evaluation activities of the project in accordance with Programme Quality and as per the project detailed implementation plan (DIP)
  • Develop outputs and outcomes indicators for monitoring and evaluation.
  • Ensure monthly joint project monitoring by the program team
  • Develop relevant terms of reference during the project implementation
  • Work with the project team to come up with compiled project reports as per set schedule.
  • Ensure learning and sharing with key stakeholders and use the learning to refine activities to increase the project's performance and outcomes.
  • Develop M&E tools for the project
  • Ensure results of review/evaluations are communicated to stakeholders including beneficiary communities
  • Ensure data integrity, consistency and reliability are maintained for programming activities.
  • Ensure effective utilization of Online M&E systems for reporting and decision-making.
  • Guide and facilitate the usage of SAP to ensure timely projects and budget implementation
  • Analyze quantitative and qualitative data and reflect on the project's process.
  • Assist the EDUCATION AND ECD project team to submit quarterly progress reports to GNO
  • Partake in performing evaluations/assessments.
  • Undertake regular field visits to EDUCATION AND ECD project partners and communities to monitor progress.
  • Support and monitor the EDUCATION AND ECD PROJECT work undertaken by implementing partners if any
  • Ensure the quality and reliability of data collected by the project team by developing data quality control tools
  • Facilitate the use on the collected data, by analyzing and discussing within the project team
  • Collect feedback, and document the best practices and leanings

Capacity building:

  • Facilitate community participation in the planning, implementation, monitoring, and review of the project
  • Assess the capacity of EDUCATION AND ECD project team in terms of M&E and build their capacity as necessary. This will involve creating a capacity development plan.
  • Provide guidance and support to the project team in preparing and submitting timely quality progress reports

Child Protection;

  • Promote and abides by internal policies and procedures including but not limited to: Child Protection and young people safeguarding Policy; Code of Conduct; mandatory reporting responsibility.
  • Ensure that risk analysis is conducted for all activities or events bring together children.
  • In liaison with the Child Rights Manager, assess all jobs to identify the level of contact with children and the level of prevention check needed for the post-holder

Develop tools to monitor issues around Child Protection.

Dealing with Problems:

Application of knowledge required for the role, complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them.

Communications and Working Relationships:

Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact

The post holder will be required to extend relations with the Quality Assurance Manager, Project Manager, Project Coordinators, CHWs, Functional networks, External stakeholders including refugees and partners, Research Institutions. He/She will be required to communicate in a style that inspires confidence and professionalism and builds credibility with line management. Be flexible and committed to a strong team working skill and external relations. Undertake any other duties assigned to him by the supervisor

Internally & Externally

  • The position will work closely with the Project Manager, the project staff and other PQA staff.
  • The position, together with the project manager and Projects Coordinators. The person is expected to work closely with partners, local government and structures as appropriate, and community level groups. S/he is expected to collaborate with GNO during setting-up and implementing the M&E framework for the project.

Qualifications and Experience

  • Minimum of a University Degree in Social Science, Economics, Rural Development or any other related field.
  • Minimum of 2 years’ experience in monitoring, evaluation, and learning
  • Working knowledge of word processing spreadsheets, data entry and analysis packages  and databases (Microsoft Packages, SPSS, Epi-Info) and SAP
  • Sound experience in participatory research methodologies, both quantitative and qualitative
  • Experience in building the capacity of others around M&E feedback.
