TERMS OF REFERENCE: PRODUCING A DOCUMENTARY VIDEO FOR UMURUNGA PROJECT RESULTS

1. About us

International Alert is a 30-year old independent and international peace building organization headquartered in London and works with people who are directly affected by violent conflict to improve their living, for more details, you can find us on: www.international-alert.org. We have been operating in Rwanda since 1996, working on a range of peacebuilding issues, including women in peacebuilding, supporting young people to be more involved in peacebuilding and governance processes, reconciliation and social cohesion, natural resources management, and the economy. We work and collaborate with local initiatives, and advocates for sustainable peace in Rwanda and within the region.

2. Background

International Alert jointly with NURC with support of ikiraro completed phase one of Umurunga project focused on how authorities can own the reconciliation strategy implementation by engaging effectively and constructively with locally based CSOs and citizens on critical social cohesion issues. As a result of the project local authorities and CSOs’ capacities to better understand social cohesion and the national unity and reconciliation strategy have been built through training sessions and accompaniment. Opportunities have also been created for communities and district officials to jointly assess and analyze the social cohesion challenges in their areas, identify gaps and identify potential solutions or policy recommendations.  The one-year project has piloted new approaches to training local district officials in reconciliation policy and how to effectively engage communities in these processes.

As part of the documentation strategy to sustain lessons learnt and expand them to other actors, Alert is commissioning a production of a 10-minute video documentary highlighting the key project results generated in the project target districts of Gasabo, Ruhango, Nyanza, Musanze, Rubavu and Nyagatare; and produce 2 articles from key emerging themes.

3. Call for consultancy service

Alert invites bids from competent firms and individual consultants to submit their expression of interest for consultancy services to undertake production of video documentary on Umurunga project results and articles from key emerging themes.

4. Objectives of the consultancy assignment

The objectives shall be:

  • Document real time stories from districts officials, supported CSOs/FBOs and community opinion leaders in the project targeted districts of Gasabo, Ruhango, Nyanza, Musanze, Rubavu and Nyagatare with special emphasis on spaces created to deal with reconciliation
  • To raise the awareness of reconciliation areas which need to be reinvested in
  • To understand the role and contribution of different actors towards addressing issue of reconciliation
  • Develop and suggest appropriate recommendations to inform policy planning and development

5. Scope and focus of the assignment

The consultant shall:

  • Develop the concept of the overall documentary and scenario,
  • Develop the documentary script and story board in both Kinyarwanda and English to be used in shooting and production of the documentary
  • Conduct field visits to project areas and interview local officials and CSOs/FBOs
  • Interview selected interviewees for the documentary who shall include district officials and CSOs/FBOs engaged in the project, staff and head of the government project partner (NURC), researchers and trainers worked on the project during its implementation and the project implementation team as well
  • Perform appropriate video filming and shoot interviews with the project’s major beneficiaries and stakeholders
  • Present a draft documentary to International Alert for review/comments. The documentary must be in Kinyarwanda with English subtitles
  • Incorporate the comments and produce a final 10-minute documentary on DVD and raw footage to International Alert

6. Timeframe

The consultancy shall be for a duration of 15 days from the date of signing the contract. Consultation meeting with Alert team shall not be treated as working days.

7. Copy right

All material produced out of the consultancy shall remain the property of International Alert

8. Required qualifications and experience of the consultancy firm/individual

  • Must have more than five years of proven experience in film production
  • Extensive experience in producing peace building/reconciliation work related documentaries for organizations with aim of reaching out to both local and international audiences
  • Excellent technical capacity (full high definition video) to ensure high quality production
  • Must be tax compliant /tax registration certificate indicating TIN
  • Accurate current address (physical, street no, telephones, email)
  • Addition experience in peace building/art communication will be an added advantage
  • In addition, companies shall submit certified copies of certificate of incorporation as a company

9. International Alert will be responsible for:

  • Preparing the terms of reference (ToRs)
  • Selecting, contracting and managing the consultant
  • Actively engaging with the consultant during the documentary shooting process
  • Review the draft documentary ad provide feedback

10. The consultant shall be responsible of:

  • Preparation of financial and technical proposal, work plan and budget for the assignment
  • Engage Umurunga target beneficiaries through and stakeholders through the assignment
  • Provide update/draft video documentary to Alert as required
  • Produce deliverables in accordance with the requirements and timeframe outlined in this ToRs

11. Application procedures

Applicants are required to submit the following:

  • A letter of interest, stating why you consider yourself/your firm suitable for the assignment
  • Firm/compony profile on handling related assignment
  • Personal CVs for individual consultant highlighting qualifications and experience
  • Contact details of referees which are organizations for whom you have produced films or documentaries
  • Financial proposal indicating consultancy fee and a breakdown of expenses (unit price together with any other expenses) related to the assignment
  • Both technical and financial proposal shall not exceed five pages
