Expression of Interest




RISA’s mandate being to plan and coordinate the implementation of national ICT for Development Agenda, every employee of RISA is expected to strive for the best skills with high self-motivation. 

Also, new staff have come on board and everyone is expected to support the organization’s mandate thus, the need to properly build the human capacity of RISA staff.

It is in this framework, RISA is envisaging trainings in order to achieve our mandate as well as our vision & mission and maintain the best skills in ICT and be able to drive ICT innovation.


The Digital Solutions for Sustainable Development Program (DSSD) has been agreed between the Government of Rwanda and the German Government during the Government Negotiations in 2016. GIZ was commissioned with the implementation of the program in August 2017 by the German Ministry for Economic Cooperation and Development (BMZ), based on a result matrix.

Among the activities proposed in this project, is strengthening the institutional and human capacities of key institutions fostering ICT in Rwanda, those institutions were mainly MINICT and RISA.

The skill development process started off by defining and reviewing target skill set for each division. This process was done by the division heads whereby each division head would define which skills the team should acquire in order to attain the division’s mandate. Then a skill management tool was developed. Next, the division heads assessed the skills for each employee and determined the target skills based on their knowledge about the employee.

After the skill needs assessment is completed now, the training will kick off, and trainings should always be linked to at least one current specific project or activity.

3.    General capacity building at RISA

RISA has set up a skill and capacity management process which covers several stages of skill development. The current focus of this tender is the skill extension based on external coaching support.

 4.    General goal for coaching

Considering the current projects and activities divisions are working on, it has been realized that there is a need for coaching in core skills to better perform assigned tasks. Thus, the first phase of trainings shall start by the coaching technique.

“Coaching is unlocking a person’s potential to maximize their own performance. Unlike teaching where knowledge is transmitted to the learner through a structured process, coaching is a process that aims to improve performance.”

5.    Scope of the assignment

The vendor should propose a fixed price coaching for RISA covering the following detailed requirements.

5.1.  Evaluating the training success

To evaluate the coaching success, the supplier should establish a methodology to measure and report the level of increased skills for all coachees. The following general content would be expected.  

5.1.1.     Inbound assessments:

  • The trainer should come up with an entry evaluation mode to assess the current participants’ skills.
  • Trainer should provide the assessment strategy as well as a continuous and final assessment mode
  • Grading and marking approach should be provided
  • Trainer should provide a mode of attendance control

5.1.2.     Define the expected target level after inbound assessment

The trainer has to identify different levels of skill improvement and indicate if those levels can be achieved. The trainer should suggest the measure of success of the coaching. Detailed adjusted content and goal has to be aligned based on final curriculum with each division head.

5.1.3.     Outbound assessments and participation certificates

  • The coach writes the coaching report for each coachee, which summarizes the coaching process describing the improvements and, if present, the areas that are still critical
  • The trainer assesses the outbound skill level according to the inbound assessment.

5.1.4.     Industry-standard certificates

In addition to the outbound assessments, the coachees might be able to achieve a defined industry-level knowledge certificate. In case the coach and coachee agree on this goal it should be the preferable approach for skill assessment at the end of the coaching period. The costs for these certificates are not part of the term of the current ToR.

5.2.  Requirements on coaching mode:

5.2.1.     Onsite and remote

The consultant should provide the schedule, the timelines and clarify how he/she will assist the trainees remotely in case he/she will not be permanent with the trainees for the whole six months.

5.2.2.     On the job

The training has to be job-based and based on the current projects in line with the courses. The coach should demonstrate the methodology he/she will use to conduct the coaching. Main achievable apart from skill improvements should be the work results as part of the running projects.

5.2.3.     Defined homework

Homework should be given to the coachees and evaluated by the coach. 

5.2.4.     Feedback on current work results

The trainer should review coachees work results and provide documented feedback on given tasks. He/she should be in touch with the trainees.

5.2.5.     Documented peer reviews

As the coaching progresses, and trainees have tasks they are working on, the trainer should have a review on a regular basis and provide them with comments and suggestions, all of these reviews/comments should be documented as this will serve for decisions purposes at the end of the coaching.

5.3.  Project management mode

The coaching project will run in agile mode, the vendor should use the RISA internal project management tool for reporting and sprint planning. The sprint iterations to be considered for this project should cover each month.

5.4.  Draft curriculum content for Typo 3

General topics to be covered in the curriculum should contain but are not limited to:

  • Training on creating new TYPO3 instances
  • configure TYPO3 instances
  • installing and configuring public extensions
  • Upgrading to the new version of TYPO3
  • Extension development with strong security
  • Extensions customization when not compatible to the latest version of TYPO3
  • Training on the use of TYPOSCRIPT and Fluid template engine
  • Use of some important extensions like, search engine. Commenting system and news.
  • Develop the strategy and the action plan for the implementation of the “multiple sites-single instance” architecture
  • Develop the strategy and the action plan for the integration of current websites in the newly established architecture
  • Develop the strategy, identifying the methodologies, describing the operational procedures for ensuring the maintenance and future development of the TYPO3 websites
  • backup and recovery processes
  • Server configuration for security reason

At the end of the coaching, the TYPO3 team at RISA is expected to:

  • Be able to create new TYPO3 instances
  • Be able to install and configure extensions
  • Have a clear understanding on creating their own extensions and customize the existing one
  • efficiently use TYPOSCRIPT
  • efficiently use bootstrap
  • Efficiently use the Fluid template engine
  • Be able to upgrade websites to the latest version of typo3
  • Have a clear understanding on how to create a multi-site environment and be able to maintain the new architecture
  • Understand the backup process and server configuration
  • Be able to maintain, develop, manage autonomously, without the need of external assistance, the new architecture of government institutional websites
  • Be able to collaborate with other software development communities

6.    Expected Deliverables

  • Deliverable 1: Inception report detailing the Consulting Firm/Consultants understanding of the assignment and the methodology to be employed to complete the assignment with clear and detailed milestones with their respective implementation timelines.
  • Deliverable 2: Provide inbound assessments for all coachees
  • Deliverable 3: Provide outbound assessment reports for all coachees.
  • Deliverable 4: Provide adjusted and finalized curriculum.
  • Deliverable 5: Provide peer review documents.
  • Deliverable 6: All project management artifacts based on industry standards.

7.    Duration of the Assignment and expected team size of coachees.

The assignment is expected to last six months effective from Contract Signature. Expected group size of coachees is expected to be ten.

8.    Duty Station

The assignment is supposed to be delivered on ground. The on-ground duty station will be RISA Headquarters located at Telecom House-Kigali and Digital Transformation Center located in Kigali at Career Center building. Office space and internet connectivity will be provided.

9.    Legislative and Regulatory Framework

The laws of the Republic of Rwanda shall govern the contract, and the language of the contract shall be English.

10.           Organization and Supervision Arrangements

The Consulting Firm/Consultants will work on a daily basis with RISA team under the direct supervision of the Government Chief Innovation Officer – RISA and the assigned division head who will be the project manager from RISA.  Identification of all stakeholders and their involvement as well as the support of the project will be the responsibility of the RISA project manager. And the overall coordination will be the responsibility of RISA’s ICT skills development Specialist.

11.           Reporting Requirements

The Consulting Firm/Consultant is required to report directly to the ICT Skills development specialist and do project progress briefing to the Chief Innovation Officer.

 The following reports shall be submitted in English:

11.1.                   Inception Report

This report shall be given two (2) weeks after the commencement of the assignment detailing but not limited to the approach and methodology, proposed work plan for undertaking the assignment, and implementation timeline scheduling of the assignment. It should be submitted in three copies to the assigned Project Manager.

11.2.                   The Weekly Progress Reports

This report shall constitute a summary of the accomplished work and shall reveal in details achieved user stories and the work plan for the coming week. The report shall also identify the problems encountered during the implementation of previous week’s activities and the suggested measures and needed help from RISA team to facilitate the next week’s work. This report should be submitted on a weekly basis.

11.3.                   Training Report

The Training Report will contain all the details about the training conducted to the RISA team with specific topic done under the Consulting Firm/Consultants Supervision. The report will also contain all the related materials, diagrams, and manuals used in the training and for future reference. Reference is made to deliverables 2 – 6 in this ToR.

12.           Application Procedure

The application should contain the following:

  • A proposal with a brief description of why the Consulting Firm/Consultants would be considered as the most suitable for the assignment
  • The proposal should also contain team composition, indicating key staff CV(s) indicating expertise and skills relevant to this project.
  • Company profile with proven training and consulting excellence in target skillset
  • A detailed proposal for curriculum
  • A detailed proposal for coaching approach, assessment methodology
  • Financial Proposal that indicates the all-inclusive total contract price, supported by a breakdown of costs

The minimum requirements are the following:

  • Bachelor’s degree in IT / Computer Science
  • TYPO3 CMS Certified Developer
  • Professional certifications in Integrator, software development
  • 10 years’ experience collected through projects, should know the architecture, design patterns, best practices, and a fair share of internals both TYPO3 CMS and the extension framework
  • Advanced interpersonal and communications skills
  • Project management skills
  • Analytical skills
  • Planning and organizing skills
  • Training skills, especially on-the-job

13.           Submission of Bids

Qualified and interested Interested Consulting Firm/Consultants are hereby requested to apply. The application should contain the following:

  • A Technical Proposal with brief description of why the Consulting Firm/Consultants would be considered as the most suitable for the assignment, relevant expertise, and a detailed clear methodology, on how they will approach and complete the assignment.
  • The Technical Proposal should also contain key staff CV(s) indicating education background/professional qualifications, all past experience, as well as the contact details (email and telephone number) of the experts.
  • Information about legal status (copy of RDB certificate, RRA certificate, etc.)
  • Financial Proposal that indicates the all-inclusive total contract price, supported by a breakdown of costs. The cost must be in RWF and VAT excluded.
