Job title: Regional Liaison Director (1)

Location: Rwanda (will be traveling regionally on an ad hoc basis)

Job purpose

The “Regional Liaison Director” will be responsible to ensure effective coordination between the regional offices and the Head Office in Dubai, specifically related to Policies, Procedures as well as Financial and Client relations. You will be working with Rwanda, Kenya, Tanzania, Burundi and Uganda office and be the focal point between these office and Head Office in Dubai. You will travel to each of this country regularly to make sure operations, finance, management processes are in line with the group strategic vision.

Duties and responsibilities

1.    Executive Leadership 

  • Collective responsibility, as a member of the senior management team, for the consideration of key issues facing the company; 
  • Contribute to setting the organization’s strategic priorities and translating these priorities to financial targets; 
  • Ensure key risks are assessed and managed within a framework of effective and prudent controls; 
  • Commit to working to and encouraging within the organization, the highest standards of integrity and governance; 
  • Contribute to ensuring that the organization’s internal governance arrangements conform to best practice and statutory requirements; 
  • Participate in operational,  financial, human resources and strategic planning; 

2.    Operational Performance 

  • Ensure that regionally the production of timely and accurate financial reports as per Group deadlines and in accordance with IFRS; 
  • Distribute timely and accurate management reports to all relevant managers; 
  • Liaising with all managers to produce monthly management accounts & providing commentary to senior management on significant variances; 
  • Develop, implement and ensure compliance with internal financial and accounting policies and procedures; 
  • Review and improve accounting procedures at all remote offices; 
  • Maintain and improve financial accounting system and processes; 
  • Oversee the management of all leases, contracts and other financial instruments; 
  • Co-ordinate and lead the annual audit process; 
  • Co-ordinate and lead all operational teams to make sure that cargo is loaded from ships and on trucks in timely manner; 
  • Ensure Regional offices communication is done efficiently and harmoniously to maximize customer satisfaction in all countries under your control; 
  • Produce and submit to head office, daily offload and loaded out reports in an accurate manner. ; 
  • Ensure that each country In the region operation team is compliant to the customs laws of each countries and that all team members have been properly trained.

3.    Internal Controls & Risk Management 

  • Maintain a documented system of accounting policies and procedures; 
  • Update and implement all necessary business policies and accounting practices; 
  • Monthly review of all balance sheet reconciliations; 
  • Monitor risk management policies and procedures to ensure that risks are 

4. Strategy & Budgets

  • Prepare & Discuss monthly profit forecasts; 
  • Establish guidelines for budget and forecast preparation; 
  • Manage the preparation of the annual budgets and quarterly forecasts; 
  • Assist the management team in the formulation of the company strategic 
  • Manage the capital budgeting process; 

5. Compliance

  • Ensure that all transactional, payroll and VAT / Tax requirements are met; 
  • Keep informed of changes in regulations and legislation; 
  • Insurance / risk management as per agreed procedure & processes; 
  • Ensure that all statutory requirements are met; 
  • Review and update limits of authority and ensure compliance;

6. Fixed Asset Controls

  • Ensure procurement and disposal of assets are in-line with annual budget; 
  • Maintain the fixed asset register; 
  • Ensure accurate depreciation calculations; 
  • Ensure all procurement and disposal of assets are properly authorized and recorded;

 7. People Leadership

  • Provide direction and leadership to the department; 
  • Supervisory responsibility for accounting procedures; 
  • Recruitment, motivation, selection, training and promotion of financial staff; 
  • Provide positive and professional leadership to the team, ensuring that they are well managed to support the activities of the company; 
  • Develop the internal capabilities of the team to ensure delivery of quality outcomes whilst building leadership and knowledge for the future; 
  • Consistently demonstrate leadership in terms of behavior and attitude; 
  • Set challenging goals for others; 

8. Stakeholder Management 

  • Develop external relationships with e.g. Financial Institutions, SARS, Auditors; 
  • Build the reputation of the company; 
  • Strategically manage the relationship with both customers & suppliers;

Competencies and Skills specific to this role

1.    Education

  • Master’s Degree in Business Administration, Logistics Management, supply chain management or Commerce and any related field.

2.    Work Experience and acquired skills

  • Having worked with Logistics company preferably at port cities and dry ports (Example, Mombasa or Dar Es Salaam or any other port city) for at least 2 years
  • Having knowledge of maritime logistics for at least 5 years in a managerial position.
  • Familiar with business of shipping lines
  • Proven experience in management of multiple entities located in different geographical locations
  • Knowledge of logistics industry software
  • Experience in data mining, analysis and reporting
  • Working knowledge of MS Office, relational databases and ERP systems (e.g. SAP)

       3.      Language

  • Command of perfect English is very paramount. In his day to day verbal and written communication, candidate will be conversation with a team of multiple office and Head Office all using English. Candidate, who will not show conversational and written proficiency in English language, will not be considered.
  • Knowledge of French, Swahili is an advantage but not necessary.
