The BUSINESS DEVELOPMENT FUND (BDF) has received financing from the World Bank toward the cost of the Access to finance for recovery and resilience and intends to apply part of the proceeds for consulting services. 

The consulting services (“the Services”) include to digitize Business Development Services (BDS) for Rwandan prospective and current entrepreneurs, pre-test it and avail the readily useable solution to BDF, within a period of six (6) months, the assignment is expected to start immediately after contract signing.

The BUSINESS DEVELOPMENT FUND (BDF) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are: 

  1. Experience providing e-learning solutions on business development services to diverse audiences;
  2. The consultant firm’s team must be comprised of qualified experts, with a demonstrated track record in developing high quality online learning;
  3. It is expected that the team have experience in developing online learning in low-bandwidth environments and have knowledge of delivering online learning in developing countries;
  4. The firm should have a strong project management ability and excellent communication skills;
  5. References and examples of past work are required and should be included in the expression of interest.
  6. Strong familiarity with the MSMEs sector and training in Business development services.
  7. Familiarity with the needs of entrepreneurs in low-income countries, and experience working with donors and host governments on project implementation;
  8. Clear and comprehensive methodology and workplan for the assignment.

The selection shall be done in accordance with BDF procurement policy.  

Consultants may associate with other firms in the form of a joint venture to enhance their qualifications.

A Consultant will be selected in accordance with the quality and cost-based selection method set out in the Consultant Guidelines.
