Preferred Providers for Cooperative Coaching and Training (Individual consultants and consulting firms)

Scope of Work

Assignment Title: Coaching and training of CD4 partner cooperatives

Assignment Locations: Rwanda (Gicumbi, Bugesera and Rwamagana Districts) 

Assignment Period: 2020- 2021

I.    Project Overview

Land O’Lakes Venture37 is implementing the USAID-funded Cooperative Development Activity 4 (CD4), from 2018 through 2023. The CD4 activity focuses on improving the business performance of primary cooperatives and strengthening cooperative apex organizations in Rwanda through capacity development initiatives as well as local and global collaborative learning initiatives. CD4 is part of the Cooperative Development Program that is funded out of USAID-Washington and implemented by nine other cooperative development organizations globally.

The objectives of the program will be reached through the following three components:

a.    Improving the cooperative enabling environment. 
b.    Improving cooperative business performance; and 
c.    Improving the development community’s support for cooperatives. 

CD4 is working directly with National Confederation of Cooperatives (NCCR), federations, unions and primary cooperatives located in 3 districts: maize value chain in Rwamagana, dairy value in Gicumbi and horticulture value chain in Bugesera to improve business performance and professionalism of its partner cooperatives and impact their economic transformation and sustainable growth as well as their members.

II.    Background to this Request for Applications

Under its component 2 “improving business performance”, CD4 is seeking individual consultants and or consulting firms as preferred providers of coaching and training to its partner cooperatives in 2020-2021.  The capacity-building activities, delivered via coaching and training, will respond to challenges hindering the performance of CD4 partner cooperatives, including but not limited to:

  • Poor governance and leadership skills
  • Limited business development services
  • Poor financial management and accounting

This request for applications will identify both individual consultants and consulting firms to be included in CD4’s database of preferred providers—from which future trainers and coaches will be drawn to execute CD4’s capacity building interventions. Selection as a preferred provider does not constitute a guarantee of any minimum amount of work; appropriate providers will be selected for individual coaching and training assignments during the 12-month preferred provider period based on CD4 needs and availability.

III.    Brief Summary of the planned consulting assignments

Selected capacity building providers will perform among other duties the development of training/coaching materials, capacity building of partner cooperatives on priority areas which may include:

  • Accounting and Basic financial management applied to agriculture cooperatives
  • Financial planning applied to agriculture cooperatives
  • Advanced Financial management applied to agriculture cooperatives

  • Financial education

The overarching goal of the assignments is to transform CD4 partner cooperatives into professional business organizations. The cooperative representatives receiving training and coaching will be equipped with sufficient capacities, skills, and knowledge to manage their cooperative businesses professionally.

IV.    Key Activities

The key activities of individual training and coaching assignments may include:

  • Meeting with CD4 and participating cooperatives to review the existing key materials including (i) CD4 project documents; (ii) Cooperative performance assessment reports; (iii) Cooperatives strategic documents…
  • Conduct a capacity needs assessment of concerned cooperatives
  • Developing training and coaching materials of both trainers/coaches and trainees
  • Developing audio/video scripts
  • Developing capacity building plans
  • Implementing the capacity building plans
  • Providing in-person assistance to trained /coached cooperatives representatives
  • Providing progress and final assignment reports /coaching report to CD4

V.    Application Instructions

Interested consultants and consulting firms are encouraged to send their applications to Procurement.CDP@landolakes.org no later than July 8th, 2020 at 6:00 PM Kigali time. The title of the email must include Coaching and training for CD4 partner cooperatives. Please see Table 1 below for the required application materials for individuals and firms.

The interested applicants must clearly indicate in their application the topical area(s) of intervention and specific technical assistance topic(s) (Columns 1 and 2 of Annex 1 below) for which they wish to be considered. Applicants must ensure that they also meet the qualifications/experience requirements for each technical assistance topic (Column 4 of Annex 1)

Notes:

  • Interested providers may apply as an individual consultant or as a consulting firm.
  • Selected consulting firms must use the consultants proposed in the firm’s application for any assignments awarded.
  • If chosen, the proposed rates and pricing must remain valid for the entire 12-month preferred provider period. Any rate increases must be noted in the proposal at the time of application to be considered.
  • Venture37 reserves the right to accept or reject any application or to cancel/reissue this RFA at any time.
  • Transport and lodging-related costs outside of Kigali will be catered for by Venture37
