Request for proposals for installation, testing and commission of piping and terminal units for medical oxygen to health facilities

Clinton Health Access Initiative (CHAI), on behalf of the Ministry of Health of Rwanda, is pleased to invite interested and capable organizations to submit proposals for the installation, testing and commission of piping and terminal units for medical oxygen to selected health facilities in Rwanda.

Any questions/concerns/clarifications related to this tender should be addressed to CHAI Rwanda procurement Office through rwandaprocurement@clintonhealthaccess.org not later than 5 days before the deadline for submission. Any questions/clarifications received after the deadline will not be considered.

For administration requirements and technical specifications of the systems to be installed please refer to the attached RFP and ToR.

NOTE: All bidders are required to conduct sites visits to assess facilities to be pipped and inform their BoQs as per bellow schedule. The Site visit is mandatory, and bidders should provide a proof of the site visit signed and stamped by hospital visited. Any bid received without a signed and stamped site visit certificate on the specified dates will be automatically rejected.

The technical and financial proposals will be submitted in separate sealed envelopes and each envelope should clearly indicate if it contains technical or financial proposal. The outer envelopes containing both technical and financial offer should bear the following information:

Bid Submission for the “Installation, Testing and Commissioning of Piping and Terminal Units for Medical Oxygen in Public Hospitals”

DO NOT OPEN BEFORE THE DEADLINE FOR SUBMISSION

 Bids not complying with these instructions will be automatically rejected.

It shall remain your responsibility to ensure that your bids will reach the address mentioned above on or before the deadline. Proposal documents that are received by CHAI after the deadline indicated above, for whatever reason, shall not be considered for evaluation. Only shortlisted companies will be contacted.

Bidders will be first evaluated on terms of the requirements as stated in the RFP, those who do not fulfil all the requirements or do not submit the required administrative documents will be disqualified.

CHAI reserves the right to confirm the information given by applicants to validate the information and make informed decisions.

CHAI reserves the right to accept or reject any application based on the evaluation criteria.
