Lot #3: Provision of iron sheets and nails to Community based ECDs in all the 12 districts

I.    Background 

Global Communities, established in 1952, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable. We envision a world where everyone has the freedom, means and ability to live and prosper with dignity. 

The USAID/Twiyubake program, implemented by Global Communities in Rwanda aims to Identify and assist 50,000 vulnerable households across 12 districts, by reducing economic vulnerability and empowering parents to make investments to meet the unique needs of young children and adolescents. A key intervention implemented by the program is early childhood Development (ECD). Twiyubake is committed to supporting the government drive to fight malnutrition and has extensively promoted porridge provision for children during ECD sessions to support nutrition needs. The program also promotes adequate WASH practices at all supported ECDs. In order to strengthen the quality of ECD services, Global Communities Rwanda seeks quotations from eligible firms and companies to provide the services described in this solicitation, which includes the 4 lots below:

This solicitation in no way obligates Global Communities Rwanda to award any contract, nor does it commit Global Communities Rwanda to pay any cost incurred in the preparation and submission of the quotation.

Potential Bidders may submit questions in writing, via email to inforwanda@globalcommunities.org no later than 17th May before 12:00 pm. All questions will be answered via an amendment to the solicitation.

II.    Tender Description

The companies will be required to deliver the following items:

To be delivered to 12 district sites within 20 days of the awarding of the contract

 

Cap nails

Ordinary cap nails used to install dumuzaz iron sheets

Ordinary straight nails

10 cm straight nails for wood

The winning company (ies) will deliver the estimated quantities at program local CSO partners’ offices in 12 districts. The quantities that will be delivered per district are presented in Appendix I.

The list of necessary submittal documents, information and the format of that information is presented below:

III.    General instructions to bidders 

The Bidder shall follow the instructions contained herein and provide all information as required.  Failure to supply such information may result in disqualifying a submitted quotation.

  1. All Quotations - one (1) original Quotation and two (2) copies of the Quotation - must be received no later than 24th May 2019 at 12:00 pm via hand sealed delivery (including commercial courier) to the address below:

2.    All the offers shall be submitted in sealed envelopes or packages (1) addressed to the office specified in the solicitation and (2) showing the time specified for receipt, the solicitation number, and the name and address of the Bidder. 
3.    The bidder can bid on any number of lots, however Global Communities Rwanda reserves the right to limit the number of lots awarded to any one bidder.  
4.    All quotes are to be made on the entire lot and not individual items i.e. this includes delivery. Any quotation for individual items will be automatically disqualified.  
5.    Any quotation received in response to this RFQ will be reviewed strictly as submitted and in accordance with the evaluation criteria specified in Part II.C, Evaluation Factors for the bid.
6.    Any quotation received by the office designated in this RFQ after the exact time specified for receipt will not be considered. 

IV.    Specific instructions to bidders 
A.    Form of Quotation

All quotations must specify and include confirmation of the following:

  1. Adherence to technical specifications. Clearly specify deviations if any.
  2. Copy of business  registration
  3. A copy of the tax clearance certificate issued by RRA
  4. A copy of VAT registration
  5. Certified copy of the Social Security Fund certificate from RSSB
  6. Certified copy of non-bankruptcy issued by RDB
  7. Bid security deposit of 500,000Rwf
  8. Certified financial statement of the last two 2 years (2017 and 2018)
  9. Credit line of at least 50,000,000Rwf (bidders of Lot 1) and 10 million Rwfs for bidders of Lot 2, 3 and 4.
  10. Delivery period: All materials are to be delivered to relevant different District offices by the selected vendors within the time period indicated in section II above (see Appendix 1 for the 12 districts included).
  11. Price:

b.    Total price per quantity of items 
c.    Total price of lot

B.    Quotation Expiration Date

All quotations must be valid for a minimum of 60 calendar days.

C.    Evaluation Factors

Quotations will be evaluated as described below.  Global Communities Rwanda shall first evaluate mandatory factors on a pass/fail basis to determine whether they meet the stated requirement. For each lot, Global Communities Rwanda will award the contract to the Supplier whose quotation offers the best value to Global Communities and USAID, considering all price and non-price factors.

 

D.    Contract Award

The Supplier should submit its best offer as Global Communities Rwanda intends to evaluate quotations using the evaluation factors listed above and make an award without discussions.  However, Global Communities Rwanda reserves the right to conduct discussions following the evaluation, and may disqualify any quotation regarded as unreasonable even if it was the least expensive among the evaluated quotations; if and when Global Communities Rwanda deems it necessary, to do so.
