1. Introduction

The Feed the Future Rwanda Hinga Weze Activity (Hinga Weze) is a five-year USAID-funded project (2017-2022) implemented by Cultivating New Frontiers in Agriculture (CNFA) in Rwanda. The goal of the Hinga Weze project is to sustainably increase smallholder farmers' income, improve the nutritional status of women and children, and increase the resilience of Rwanda's agricultural and food systems to the changing climate.

Hinga Weze and USAID's approach, in general, is to build market actors' capacity to respond to market signals competitively. At the same time, it creates an enabling environment needed for the adoption of good practices and technologies that make these actors optimize the value of their agricultural investments. Hinga Weze collaborates with private and public institutions such as the Ministry of Agriculture and Animal Resources (MINAGRI) to co-create such solutions.

In that context, Hinga Weze is working with MINAGRI to update the Operational Procedure Manual (OPM) for the National Strategic Grain Reserve (NSGR), which will function to increase the amount of grain in storage and overall provide an better organized and increased market for many farmers.

2. Background

The Government of Rwanda (GoR) established the NSGR to ensure food stocks availability in emergency events. The reserve addresses potential shocks to the food supply, improves food security while avoiding any market distortion. Under MINAGRI's leadership, the NSGR is a tool for emergency response established to meet potential GoR's humanitarian and market regulations' obligations.

Since its establishment in 2013, the Ministry put together the Operation and Procedures Manual guiding all procedures related to the NSGR, ensuring clear and transparent management. Given recent achievements, MINAGRI now wants to update the OPM and align them with the Ministry's current strategic objectives. 

3. Objective

The assignment's objective is to support Minagri in updating the Operational Procedures Manual of the National Strategic Grain Strategy.

4. Scope of Work

The consultant will work with MINAGRI and Hinga Weze teams, and she/he will:

  1. Review the existing OPM and identify gaps and missing procedures to be added,
  2. Organize exploratory field visits to conduct a quick assessment of the implementation of the existing OPM,
  3. Amend/draft the new OPM, aligning it with the best practices based on similar manuals guiding the strategic reserve at the regional, continental and global levels,
  4. Present the draft OPM to a technical team for discussion, amendments
  5. Finalize the new OPM and present it to the technical team for validation.

5. Competencies Required

The consultant must have proven experience in the following fields:

  1. Post-Harvest Handling, Silo Management, Grain Reserve management, policy development for state/national reserves.
  2. Experience developing operational guidelines for grain reserves required. This includes determining stock levels and composition, grain procurement, maintenance of stocks, quality control, and rotation mechanisms for buying/selling/distribution/disposal.
  3. Excellent time management, respondent, facilitation and client engagement skills,
  4. Good writing and verbal communications skills with proven track record in writing analytical documents in English
  5. Demonstrated experience developing and managing computerized inventory control systems for grain reserves preferred

6.  Deliverables

Hinga Weze and MINAGRI are expecting the following deliverables:

  1. A brief inception report detailing the methodology and outlining the final version of the OPM
  2. A summary report of best practices identified at the regional, continental and global levels
  3. A PowerPoint presentation of the critical components of the OPM to be presented/delivered to Hinga Weze and MINAGRI
  4. The final OPM of the NSGR, to be approved by Hinga Weze and the NSGR Manager.

7. LOE, Period, and Place of Performance

MINAGRI  and Hinga Weze expects the STTA to perform the assignment within 20 days across May and June 2021. The final OPM is expected to be delivered no later than June 18, 2021.

The STTA will work closely with the NSGR Manager in Kigali, with exploratory field visits to the strategic grain reserves silos ans stocks. In any needed cases of field visits, Hinga Weze will arrange the transport and the logistics.
