TERM OF REFERENCE FOR PURCHASE OF STARTUP TOOLKITS FOR SELECTED YOUTH
- Background
IPFG is a public-profit making organization created in 2002 and legally registered by the Ministerial Order N0 17/11 of 31 January 2006 which was published in the Official Gazette of the Republic of Rwanda O.G N0 10 bis of 15 May 2006. It is based (Office) in Nyamagabe District, Gasaka Sector,Nyamugali Cell ( Its Office is located an opposite of Nyamagabe District Office ) and operates in Nyamagabe, Nyaruguru and Nyamasheke Districts. With Vision to have a democratic society where women and men are aware of their problems, complement one another and actively participate in the actions of the entire development, it has a Mission to promote and reinforce complementarity between woman and man as well as their participation in the actions which aim the social and economic development based on fairness.
To achieve these, IPFG intervenes mainly in 3 areas including:
- Agricultural production chains, climate change adaptation and mitigations;
- Youth and Women empowerment (Economic and leadership); and
- Citizen participation.
With the financial support of RGB/UNDP, IPFG is implementing the project entitled “Economic empowerment for the youth living in rural areas of Nyamagabe District”; in sectors of Gasaka, Kibirizi, Cyanika and Kaduha.
In This framework, and considering the needs of the youth living in Nyamagabe District got technical trainings through Vocational training centers (VTCs) and internship in different trades including hair dressing, sewing, carpentry and culinary art, there is need to help the graduated and skilled youth in initiation of off-farm jobs and therefore generate income, ensure their livelihoods improved and contribute to their rural areas development.
So the project is going to help 100 youth to access on the start-up kits for starting the small income generating activities particularly in Sewing, culinary, carpentry and hair dressing, for being small entrepreneurs.
Description of the work
IPFG is looking for a qualified and experienced company to supply the materials needed in above mentioned trades.

- General conditions of the tender
Content of bidding documents
The submitted bid document shall provide the following information:
- Professional/Technical proposal
- Financial proposal.
Required Professional/Technical documents
Technically the following documents shall be examined:
- Letter addressed to IPFG’s president of Board of Directors explaining that the bidder has well understood the minimum requirement and is complying with them;
- Registration Certificate;
- Up to date tax clearance from Rwanda Revenue Authority;
- At least 3 recent attestations of good completion services (supply of materials) issued by reputable institutions in Rwanda relevant to the lot the bidder wish to submit to;
- Quotation showing unity costs per material (taxes and transport to IPFG Office included).
Note: The supplier should be using electronic billing machine (EBM).

Note that bidders must adhere to IPFG’S code of procurement ethics and safeguarding policy, in particular the winner of this bid must ensure that fraudulent or child labor or any kind of abuse or exploitation practices are prohibited and should lead to contract termination with other related sanctions.
The interested applicants fulfilling the requirements are required to submit their application documents not later than 22nd Mach, 2023 by 12h00 a.m.
Submission of bid documents, analysis and notification
The completed professional and financial documents should be in hard copy sealed in envelope and submitted to IPFG office located in Nyamagabe District, in opposite of Nyamagabe District office, not later than the 22nd March 2023 at 12am . Bidder shall submit documents depending on lot, and it is allowed that 1 bidder should submit bidding documents to more than 1 lot. The financial documents received will be publicly opened at the 22nd March, 2023 at 1PM (same deadline date), and technical documents will be thereafter analysed solely by IPFG procurement committee. Notification to all bidders, including the selected one(s) will be done not later than the 25th March 2023 and the contract will be sign on the same day
Note that
- Procurement decisions will not only consider financial documents. Technical capabilities will be also highly considered.
- The selected Company/ies might able to deliver the materials (refer to the purchase order) in 4 days
