Background

The Institute of Policy Analysis and Research (IPAR-Rwanda) is the leading independent, not-for-profit research and policy analysis Think Tank in Rwanda, with a reputation for conducting high-quality research and policy analysis and promotion of a culture of debate and dialogue on policy issues.

IPAR-Rwanda became fully functional in May 2008 with initial start-up support from the Government of Rwanda and technical and financial support from the African Capacity Building Foundation (ACBF) and Canada’s International Development Research Centre (IDRC).

IPAR’s mission is to enhance evidence-based policymaking through research and policy analysis to improve policy and impact change in Rwanda. We aim at becoming an independent internationally recognized Research, and Policy Analysis Centre that promotes a culture of dialogue and debate in Rwanda.

In order to diversify its revenue sources to fund its operations, IPAR-Rwanda has registered a consulting firm “IPAR Consult Ltd” which will undertake consulting opportunities available in Rwanda in the areas of Research and Policy Analysis; Capacity Building and Management Consultancy.  To support the operations of IPAR Consult Ltd, IPAR-Rwanda seeks to engage an experienced business management consultant to develop a five-year business plan for “IPAR Consult Ltd” and Standard Operating Procedures.

About IPAR Consult Ltd

IPAR Consult Ltd is a registered business arm of IPAR-Rwanda.  Established in 2019 to complement IPAR-Rwanda’s resource mobilization strategy, IPAR Consult Ltd is registered with the Rwanda Development Board to operate as a profit-making entity and will be guided by the company law.  The company is expected to provide the following services among others:

  1. Research and Policy Analysis
  2. Policy and Strategy design
  3. Impact assessment
  4. Project Monitoring and Evaluation
  5. Capacity building in research, policy analysis, and design
  6. Management Consulting (Strategic Planning Consultancy)
  7. Data Collection
  8. Advisory services

The objective of the Assignment

The overall objective of this assignment is to develop a five-year business plan for IPAR Consult Ltd in a very structured, objective and quantifiable way.

Scope of Work

To achieve the objective, a Business Plan should be comprised of:

  • Overall introduction describing the background of IPAR Consult Ltd with proposed services (Business Description)
  • Vision Statement and Mission Objectives of IPAR Consult Ltd
  • Market analysis for the research & policy analysis consulting industry in Rwanda (Key players, available opportunities and threats);
  • List and description of targeted/potential clients of IPAR Consult Ltd services;
  • Governance, organizational structure and staffing plan (Management & Organisational Structure)
  • Sales and Marketing strategy
  • Operational plan
  • Financial plan (5 years’ projection)
  • Growth plan  
  • Contingency plan
  • Implementation plan

Approach

The individual consultant is expected to take the following approach in order to develop and complete IPAR Consult Ltd five-year business plan:

  • Consult IPAR-Rwanda Board and Management
  • Consult IPAR Consult Ltd Board and Management
  • Consult both IPAR Research and Administrative staff for ownership purposes
  • Consult some stakeholders
  • Use their expertise to develop a viable, clear and ambitious business plan

Deliverables

The following are the expected deliverables from the consultant:

  • A -5-year Business plan (2019-2024) for the IPAR Consult with:
  •  Business profile
  • Operational plan
  • Market and competition analysis
  • Financial analysis and projections
  • Swot analysis
  • Implementation plan
  • Monitoring and evaluation plan
  • Standard Operating Procures(Manuals)

Qualifications and Experience

The individual consultant is expected to have the following minimum qualifications, experience and expertise:

  • At least a Master’s degree in Business Administration, Management, Entrepreneurship, Marketing or a related discipline;
  • A minimum of 5 years of working experience in developing business plans and strategic action plans
  • Prior knowledge and experience of Research and Policy Analysis Consultancy in Rwanda;
  • Excellent command, written and spoken English.

Timing

The consultant is expected to deliver a draft business plan in 14 working days after signing the contract.

Qualified individual consultants should submit the following:

  • Letter of Expression of Interest
  • Detailed CV with at least three references
  • At least three Letters of completion or recommendation letters of similar assignments from reputable organizations (Government, Private Sector, Development Partners, NGOs, Multilateral
  • Notarised copy of Degree Certificate
