II. Job Purpose and Organizational Context

CARE4THEM Wellness Organization is a local Non-Governmental Organization registered under Rwanda Government Board No. 670/RGB/NGO/OC/02/2020 working in Rwanda. Its objective is to educate, inspire, support and empower women, youth and children to explore healthier lifestyles through offering them a holistic health service package. The purpose is to prevent overweight and obesity which are associated with an elevated risk of several major Non-Communicable Diseases (NCDs) such as Diabetes, Hepatitis (B & C) and Chronic respiratory diseases.

CARE4THEM has created a friendly environment that has attracted especially people with over 150kg, through its fully functional Wellness Center. Members benefit from the Center’s health activities including but not limited to sports activities and health education and nutrition focused meal plans. The Center accepts and honors the obese people in their healing journey, offers them an open ear without judgment and recognizes that the healing process is unique to each one of them.

Our Objective

To promote healthy eating habits, physical exercise and NCD prevention through capacity building and expert therapy by life and wellness coaches, psychologists, counsellors, nutritionists and medical personnel.

A recent internal survey indicates that there are ample partnerships opportunities including those arising especially in the areas of Sports, Nutrition and Mental health.

The Partnership and Resource Mobilization Role

The immediate task for this specialist is to prepare the strategy for partnerships and Resource Mobilization, to enhance resource mobilization and revenue generation efforts, dully supported by a realistic actionable implementation plan under the guidance and direct supervision of the Executive Director. The Partnership and Resource Mobilization Specialist supports the Management and its expert teams and facilitates the overall effort to build partnerships and mobilize an appropriate, diversified, and sustainable funding base for CARE4THEM WELLNESS ORGANISATION and the Organisation’s business arm; Slim n’ Fit Weight Loss & Wellness Center.

The Resource Mobilization Specialist brings together and develops the country office service offer for partnerships building, resource mobilization and revenue generation strategies, tools and procedures and facilitates their implementation; leads with intelligence gathering on donor, foundations, and supports innovative ideas for the strengthening of CARE4THEM WELLNESS ORGANISATION position within the Health and Wellness Sector.

 His/her primary focus is the development of partnerships and resource mobilization strategy that provides entry points into collaborations and coalitions with Government, Development Partners, local development institutions, private sector and foundations. The Partnership & Resource Mobilization Specialist is also expected to build and maintain networks with development agencies such as UN Agencies, World Bank, sub-regional and regional organizations, Government officials, multi-lateral and bi-lateral donors, private sector and foundations.

III.  Duties and Responsibilities

Summary of Key Functions:

  • Strong positioning of CARE4THEM Wellness Organisation within Government counterparts, other bilateral and multilateral partners especially development financing institutions, philanthropic community and foundations
  • Facilitation of knowledge management and knowledge sharing for successful replication and scaling up of partnerships and resource mobilization.
  • Scanning of the opportunities in the country based on partner-specific intelligence and the competitive landscape.
  • Negotiation, drafting and revision of agreements with donors and development partners and foundations. Monitoring of overall implementation of agreements;
  • Identification of new emerging sources of funding; assessment of their current usage and potential for the future especially SDG finance and impact investment products and services;
  • Development of target donor fund-raising strategies and approaches;
  • Negotiation of mutually beneficial agreements, compliance with partner requirements, including donor reporting requirements;
  • Lead in development of CARE4THEM Partnership and Resource Mobilization Strategy and lead in resource mobilization to provides advice on its implementation in alignment with and support of the organization.
  • Monitors and assesses the strategy implementation at regular intervals to harness new emerging opportunities, to anticipate changes to the internal direction and external environment, and to make mid-term adjustments.
  • Lead and guide on proper positioning of CARE4THEM within Public and private sector stakeholders, Civil Society Organizations and development partners.
  • Provide substantive support to other CARE4THEM Technical Team and the leadership in identifying risks and opportunities related to specific partnerships and suggests mitigation measures as relevant.
  • Provides substantive support to the Executive Director to develop and implement locally tailored partnerships and resource mobilization strategies and initiatives. He/she contributes to dialogues with partners to improve donor assistance policies and practices.
  • Facilitate the design, formulation, implementation, monitoring and reporting of program and programming processes as resource mobilization tools;
  • Provide substantive support for the production and distribution of Advocacy materials to raise awareness about opportunities for working with the Slim n’ Fit Weight Loss & Wellness Center investments
  • Ensures that all reporting requirements and communication of important information to stakeholders are respected and timely for a health partnership environment.
  • Maintains a strong and regular collaboration with both existing and new partners/stakeholders including regulatory agencies, to ensure both Care for Them and Slim n Fit wellness center are always complaint.
  • Advises on Cost saving strategies and cost-benefit analysis for investments and resource allocations for both Care for Them and Slim n Fit.

IV. Recruitment Qualifications

Education:

Master’s Degree or equivalent in Business Administration, Economics, Social Experience: Sciences, International Relations, Political Sciences or related field.

Experience:

5 years of relevant experience at the national or international level involving partnership development, resource mobilization and revenue generation topics;

Good understanding of research, policy-level analysis and trends;

Hands on experience on project development facilitation especially in multi stakeholders;

Previous track record of success in resource mobilization projects;

 Familiarity with Agenda 2030 and SDG Development Finance topics

Language Requirements:

Fluency in written and spoken English. Kinyarwanda and French languages are desirable.
