The mandate of NCBS is to contribute to a strong national workforce and performing organizations that deliver quality services to achieve the national development agenda. Its mission is to coordinate capacity development interventions and provide CB support at institutional and organizational levels to ensure that capacity development interventions are integrated in the national planning framework and aligned with the national priorities of the EDPRS-2. 

In 2012, with the support of BTC project, through the service of M&E Expert Coach, the former PSCBS developed several monitoring and evaluation tools.  However, the scope of this first phase of coaching was limited to the development of these tools with too little implementation focus. In the meantime, PSCBS was restructured to become NCBS with a wider mandate covering, in addition to the public sector, the private sector and the civil society. 

After the organizational restructuring in 2012/13, the priority was to update the strategic plan, an exercise that was conducted in 2014 and resulted in the new strategic plan covering the period from 2014 to 2019. Priority is to strengthen NCBS organizational capacities to effectively and efficiently deliver NCBS services to deal with the fast changing Capacity Development environment. One of the key result areas of the Strategic Plan is ‘effective CB support through innovative research, knowledge management, facilitation and advice across the sectors’. Evidence generated by innovative monitoring and evaluation (M&E) is key to effectively deliver CB support and strengthen M&E staff capacities.
