Workforce Development Authority (WDA) was established in April 2009 by the law No 03/2009 published in the Official Gazette (OG No Special of 15/04/2009). WDA mission is "to promote, facilitate, and guide the development and upgrading of skills and competencies of the national workforce in order to enhance competitiveness and employability". In order to implement Technical and Vocational Education Training (TVET) program, the TVET policy and ESSP (Education Sector Strategic Plan) were developed and approved as guiding documents with more focus on 3 major pillars: Increasing access, quality, and relevancy. In the course of TVET policy implementation, the gender equality in TVET is one of the critical issues being addressed with a purpose of increasing the number of female's enrollment especially in traditionally-Male Dominated trades. Despite the efforts made so far, it was noticed that the percentage of females enrolled in these trades is at 17, 5%. In response to the He forShe presidential commitment of Tripling the girls' enrollment in Technical & Vocational Training to advance women's employment opportunities up to 50% female share in TVET by 2020, WDA and its stakeholders have commissioned a study to identify challenges hampering females enrollment in TVET in order to set up relevant and well informed strategic decisions and affirmative actions against female's low enrollment in TVET.
