5. Project Background

Rwanda continues to face significant challenges arising from climate change and natural hazards, including floods, landslides, lightning hazards, and environmental degradation, which threaten lives, livelihoods, community assets, and infrastructure. These climatic risks and challenges are further intensified by dependence on biomass energy, particularly firewood, which contributes to deforestation and environmental vulnerability.

To address these risks, the International Organization for Migration (IOM), in collaboration with the Government of Rwanda (GoR), led by the Rwanda Environment Management Authority (REMA), is implementing the project titled “Enhancing Climate Resilience through Local Innovation in Disaster Risk Reduction and Clean Energy Access,” funded by the Government of Japan. The project aims to strengthen disaster risk reduction systems and promote clean energy solutions to enhance climate resilience and adaptive interventions for vulnerable communities living in areas prone to natural hazards.

As a key intervention, the project support the adoption of clean energy solutions, including Liquefied Petroleum Gas (LPG) cooking systems in public institutions such as schools, complemented by training and awareness-raising activities on clean energy adoption, climate action, and environmental conservation.

To implement the awareness-raising and community engagement component of the intervention, IOM, in collaboration with REMA, is seeking an eligible Implementing Partner (IP) in Rwanda to design and implement awareness-raising, community engagement, and youth mobilization activities focused on clean energy adoption, climate resilience, and environmental conservation.

The selected IP will be responsible for community mobilization, communication, outreach, and capacity-building initiatives that contribute to positive environmental outcomes, increased awareness of climate risks, and improved community well-being.

The project aims to reach at least 6,000 people through targeted awareness-raising and community engagement activities. The intervention will promote gender equality, meaningful youth participation, and the inclusion of persons with disabilities across all project activities.

Indicative Activities

The proposed intervention shall, at a minimum, include the following activities, though additional complementary activities may be proposed:

• Peer-to-peer learning exchanges between the seven schools in Musanze and Gakenke Districts that received LPG cooking systems under the previous intervention and the schools in Karongi and Rubavu Districts that will receive LPG systems under this project. These exchanges will facilitate the sharing of experiences, lessons learned, benefits, challenges, and practical solutions related to the management and use of LPG cooking systems.
• Youth engagement initiatives through environmental clubs in targeted schools and communities in Musanze, Gakenke, Karongi and Rubavu, promoting climate action, environmental stewardship, clean energy adoption, and resilience.
• Training and awareness sessions for teachers, parents, and community members in Rubavu and Karongi districts.
• Community sensitization and behaviour-change campaigns on climate resilience, environmental conservation, clean energy adoption, and sustainable practices through radio programmes, social media platforms, and community outreach activities in Rubavu and Karongi districts.
• Collaboration with local authorities, schools, community-based organizations, and other relevant stakeholders to ensure sustainability, inclusiveness, and local ownership of the interventions.

6. Expected Results

• At least 14 targeted schools have enhanced knowledge and capacity to promote and support the effective management and use of LPG cooking systems.
• At least 14 youth clubs and community youth groups in the targeted areas are strengthened to promote climate action, environmental stewardship, and community resilience.
• At least 6,000 people (of whom at least 50% are women) are reached through awareness-raising and community engagement activities on clean energy adoption, climate action, environmental conservation, and disaster preparedness.
• Improved community awareness and understanding of disaster risk reduction, climate resilience, environmental conservation, and sustainable practices.
• Increased awareness, acceptance, and adoption of clean energy solutions at household and community levels.
• Strengthened engagement and participation of youth, women, and persons with disabilities in climate action and environmental conservation initiatives.
• Enhanced collaboration among local authorities, schools, community-based organizations, and communities in promoting climate resilience and sustainable environmental practices.
• Strengthened local ownership and sustainability of community-based climate resilience and environmental conservation interventions in the targeted areas.

8. Other Information

• The Implementing Partner (IP) is encouraged to adopt innovative, inclusive, and participatory approaches to effectively engage women, youth, vulnerable groups, and persons with disabilities
• Activities should ensure visibility of the Government of Rwanda, REMA, IOM and the Government of Japan in accordance with IOM communication guidelines
• The IP will be required to coordinate closely with REMA, district authorities, schools, and community structures to ensure technical alignment, sustainability, and implementation quality
• Deliverables should include a clear implementation plan, monitoring indicators, activity reports, documentation of outreach activities such as reports, photos, communication materials, and evidence of youth engagement initiatives, including testimonials

The organizations responding to this call need to demonstrate their capacity to implement all listed activities as a single package. Partial applications for individual activities will not be considered. IOM reserves the right to cancel/reduce the scope of planned activities or to introduce new/broaden the scope of the existing activities.

All applicants will receive written notification within the four weeks after the deadline for the submission of Concept Note, of the outcome of the selection process. Should an applicant request further clarification, IOM will provide a response explaining the transparency and integrity of the selection process undertaken.

IOM reserves the right to decline disclosure of the specificity of decision derived by the IOM mission due to reasons related to confidentiality. IOM reserves the right to accept or reject any Expression of Interest, and to annul the selection process and reject all Expression of Interest at any time, without thereby incurring any liability to the affected Implementing Partners.

Expression of Interest submission guidelines

1. This document contains instructions on the preparation and submission of the Application.

2. The Application must be submitted by email at IOMRwandaProcurement@iom.int no later than 23:59 on 31 August 2026. Late Application will no longer be considered.

3. A detailed description must be provided on how the requirements specified in the Call for Expression of Interest (CEI) issued by IOM will be matched by the capabilities, experience, knowledge and expertise of the Implementing Partners.

4. The Application must be submitted in the English language and in the format prescribed by IOM within the CEI. All required information must be provided, responding clearly and concisely to all the points set out. Any application which does not fully and comprehensively address this CEI’s requirements may be rejected.

5. Applications may be modified or withdrawn in writing, prior to the closing time specified in this Request for EoI. Applications shall not be modified or withdrawn after the deadline.

6. The Implementing partner shall bear all costs associated with the preparation and submission of the Application and IOM will not in any case be responsible and liable for the costs incurred.

7. IOM on no occasion will ask for an application fee from Implementing Partners.

8. Partners can use IOM's We Are All In platform for reporting fraud, corruption or misconduct.

9. All information given in writing to or verbally shared with the Implementing Partners in connection with this CEI is to be treated as strictly confidential. The Implementing Partner shall not share or invoke such information to any third party without the prior written approval of IOM. This obligation shall continue after the selection process has been completed whether the Implementing Partner application is successful.

10. IOM will treat all information (or that marked proprietary/sensitive/financial) received from Implementing Partners as confidential and any personal data in accordance with its Data Protection Principles.

11. The Implementing Partner, by applying, gives consent to IOM to share information with those who need to know for the purpose of evaluating and managing the proposal.

12. By submitting the application/expression of interest, the applicant confirms adherence to IOM’s Declaration of Conformity Form and acknowledges receipt of the list of Proscribed Practices (enclosed).

13. IOM reserves the right to accept or reject any Application, and to cancel the process and reject all Applications, at any time without thereby incurring any liability to the affected Implementing Partner or any obligation to inform the affected Implementing partner of the ground for IOM’s action.
