Recruitment of a Consultant Engineer

Project: ALL GIRLS IN SPORT

1. Background

Founded in 1999, PLAY International is an international non-governmental organization driven by a strong belief in the transformative power of sport. The organization operates at the intersection of education, protection, and social inclusion, using sport as an innovative tool to address social challenges affecting children and youth.

Through its programs, PLAY International creates safe and supportive environments where children can learn, grow, and thrive. Its interventions are grounded in key principles such as child protection, gender equality, and social cohesion, recognizing that access to safe and inclusive sport is both a fundamental right and a catalyst for personal and community development.

In Rwanda, PLAY International works closely with local stakeholders including schools, community groups, civil society organizations (CSOs), and sports alliances to strengthen the role of sport in driving positive social change. Despite significant progress, challenges remain in ensuring that sport environments are safe, inclusive, and accessible to all, particularly for girls.

To help address these challenges, PLAY International Rwanda is implementing the All Girls in Sport project. This initiative aims to promote safe, inclusive, and empowering sport environments for girls. It focuses on strengthening child protection systems, supporting girls’ participation in sport, and ensuring that sport practices are respectful, dignified, and safe.

As part of this project, PLAY International Rwanda plans to construct five changing rooms in districts where supported clubs operate. This infrastructure will contribute to improving privacy, safety, and overall access to sport for girls, thereby enhancing their participation and well-being.

It is in this regard that PLAY International Rwanda seeks to recruit an experienced and committed engineer to supervise and follow up on this construction activity, ensuring quality implementation, compliance with standards, and timely delivery of the works.

2. Objective of the Assignment

The overall objective of this assignment is to recruit a qualified and experienced Civil/Construction Engineer to provide technical oversight and supervision of the construction of five changing rooms under the All Girls in Sport project.

Specifically, the engineer will ensure that all construction works are executed in accordance with approved designs, technical specifications, quality standards, timelines, and budget requirements, while promoting safety, durability, and value for money.

3. Scope of work / Responsibilities

The Consultant Engineer will be responsible for the following tasks:

3.1 Technical supervision

  • Supervise all construction activities for the five changing rooms across designated
  • Ensure compliance with approved architectural and structural designs, drawings, and technical specifications.
  • Conduct regular site visits and provide technical guidance to contractors and site

3.2 Quality assurance and control

  • Monitor the quality of materials and workers used in
  • Ensure compliance with national construction standards and environmental requirements.
  • Identify and report any defects, risks, or deviations and recommend corrective

3.3 Project monitoring and reporting

  • Prepare and submit regular progress reports (weekly/monthly) to PLAY
  • Maintain detailed site records, including work progress, challenges, and
  • Participate in site meetings and provide technical updates to project

3.4 Contract and budget compliance

  • Ensure that construction works are implemented within the approved budget and
  • Review and certify contractor work progress for payment
  • Support in the verification of bills of quantities and measurement of completed

3.5 Handover and completion

  • Conduct final inspection of completed
  • Ensure all defects are corrected before
  • Support the final technical acceptance and handover

4. Expected Deliverables

The Consultant engineer will be expected to deliver:

  • Inception report including work plan and supervision methodology
  • Weekly and monthly progress reports
  • Site inspection and quality assurance reports
  • Certification of completed works and payment recommendations
  • Final completion and handover report

5. Duration of the Assignment

The assignment will be carried out throughout the construction period, which is estimated to last between 3 and 6 months. The engagement will require an estimated 10 working days per month, with the possibility of extension based on project requirements and satisfactory performance.

6. Required qualifications and Experience

The ideal candidate should have:

  • Bachelor’s degree in Civil Engineering, Construction Engineering, or related field (Master’s degree is an added advantage)
  • Minimum of 5 years of professional experience in construction supervision or project management
  • Proven experience supervising building construction projects, with mandatory experience in the construction of sports facilities or safe spaces for
  • Strong knowledge of construction standards and contract management
  • Experience working with NGOs or donor-funded projects is an advantage
  • Experience working with local authorities (District, sector, cells …)
  • Strong reporting, communication, and analytical skills
  • Ability to work independently and manage multiple construction sites
